History: The Library Facility Modification project (Capital Project 1002167) is used to update any library building in the Hennepin County Library system where improvements are of a scale that do not require an independent capital request. The work is necessary to keep all library spaces in optimal condition to facilitate use by library patrons and staff.

Current Request: The sub-project of the Library Facility Modification Project (Capital Project 1002167) provides for the remodeling of the Edina Library, located on the upper level of a 2-story building at 5280 Grandview Square. The lower level is occupied by the Edina Senior Center.

The project is an interior remodeling only, with site and building alterations limited to minor modifications to the existing exterior wall for a new automated book drop. The scope of work includes alterations to the following: interior partitions; interior doors and frames; architectural millwork; carpet; painting & wall finishes; HVAC distribution; plumbing systems; lighting; power and low voltage systems.

The project involves no change of occupancy or expansion of the existing occupancy.

Through a best value procurement process, a request for proposals was released on February 7, 2017. A total of six proposals were received on February 22, 2017. Based on the results of the selection process, which included proposal evaluation and interviews with the proposers' key staff, Terra General Contractors LLC, received the highest overall rating of the three lowest priced proposers, based on cost, written submittals, and interviews of critical team members. Staff believes that Terra General Contractors LLC, represents the best value to the county and recommends that it be awarded the contract for the project in the amount of $995,217.  The contractor’s Affirmative Action Plan and Small Business Enterprise participation goals are pending approval.

Impact/Outcomes: Hennepin County Library's promises to communities, patrons and staff as part of the Library's Strategic Plan for 2011-2025, which was reframed for 2016-2020 outlines the following goals for building projects:

• Configure spaces to reflect new and broader purposes
• Create library environments that are welcoming, safe and secure
• Support new uses of library spaces and places, both permanent and temporary.
  

The Edina Library has not been updated since being built in 2002, and no longer efficiently supports library services. The refurbishment will support better patron access to services and staff, improve workflow, and replace worn furnishings and shelving. The book return room and equipment are undersized to meet the volume of returns, especially after a long weekend.

Proposed improvements to the library include reconfiguration and relocation of some public areas to better accommodate patrons, shelving and end panel replacement, carpeting and furniture replacement. The staff support spaces would be reconfigured to optimize space layouts for efficiency gains in alignment with current operating procedures. Flexible spaces that promote collaborative work and study areas will result from the proposed improvements.
