Resolution:

BE IT RESOLVED, that Funding Award 1H79SM083059-01 with the Department of Health and Human Services, Substance Abuse and Mental Health Services Administration (SAMHSA), for the Hennepin County Mental Health Center Quality Improvement Project to Certify as a Certified Community Behavioral Health Clinic (CCBHC), during the period February 15, 2021 through February 13, 2023 in the receivable amount of $4,000,000, be approved; that the Chair of the Board be authorized to accept the funds on behalf of Hennepin County; and that the Controller be authorized to accept and disburse funds as directed; and

BE IT FURTHER RESOLVED, that the 2021 Human Services and Public Health revenue budget be increased by $1,500,000 and that the expenditure budget also be increased by $1,500,000; and

BE IT FURTHER RESOLVED, that the Human Services and Public Health Department staffing complement be increased by 5.0 permanent FTE; and

BE IT FURTHER RESOLVED, that sponsorship and acceptance of grant funding for the program by the Hennepin County Board of Commissioners does not imply a continued commitment by Hennepin County for this program when grant funds are no longer available.

Background:

SAMHSA has awarded funding to the Hennepin County Mental Health Center (MHC) to become a Certified Community Behavioral Health Clinic (CCBHC). The MHC will direct the $4M award to operational support by funding existing staff (approximately 45 FTEs) and an additional 5.0 permanent FTE, and covering administrative costs. This investment provides the foundation for an ongoing enhanced Prospective Payment Rate (PPS) for qualified behavioral health visits.
Becoming a CCBHC creates a model that uses a behavioral health approach to mental health and substance use disorder care; integrates behavioral health with physical health care; recognizes that care coordination is the core to success; and provides community-based services at a variety of locations. CCBHC is patient-centered, trauma-informed, whole-person, and recovery focused. Increased access to care is the cornerstone and will promote access for complex populations in most need of the coordinated, integrated care of an CCBHC. Further, the model will fortify existing services and partnerships; address gaps in care; add diversity to our workforce; build bridges and new care pathways; reduce disparity and advance equity; and engage our clients and community in impactful ways. CCBHC services will be provided directly, through existing county partnerships, or potentially through agreements with designated collaborating agencies.

The enhanced service delivery system of a CCBHC will further build capacity to meet the complex and diverse needs of our residents while enabling expanded reimbursement mechanisms.
