Award contract to Concrete Idea, Inc. for Midtown Greenway bikeway safety improvements in Minneapolis (CP 2166200) and pedestrian crossing improvements at various locations (CP 2166100); transfer funds (CP 0031547 and CP 0031742); amend budget (CP 2166200) (county cost: $1,545,765 various funding sources)
Resolution:

BE IT RESOLVED, that a contract be awarded to Concrete Idea, Inc.in the amount of $1,545,765 for Midtown Greenway bikeway safety improvements, county project (CP) 2166200in the city of Minneapolis and for pedestrian crossing improvements at various locations, county project (CP 2166100); that the Chair of the Board be authorized to sign the contract on behalf of the county after the performance and payment bonds have been properly executed; and

BE IT FURTHER RESOLVED, that $133,000 in property tax be transferred from the Midtown Community Works CP 0031547 and $182,000 in property tax be transferred from the Minnehaha Hiawatha Community Works CP 0031742 to the Midtown Greenway Bikeway Safety Improvements CP 2166200, thereby increasing the budget for CP 2166200 by $182,000 from $874,000 to $1,056,000; and that the Controller be authorized to transfer and disburse funds as directed. 

Background:

History: The Midtown Greenway extends 5.5 miles between the West Lake area and the Mississippi River and serves as a direct east/west access route for people walking and biking. In 2016, the county completed the Midtown Connections Plan that evaluated existing conditions, collected community feedback, and identified potential corridor improvements. Federal funding was awarded for CP 2166200 in 2016 through the Highway Safety Improvement Program (HSIP) which will provide improvements along the Midtown Greenway to enhance safety and accessibility.

  

In addition to improvements along the Midtown Greenway, the HSIP grant included funding for upgraded pedestrian crossings at the following four locations in the cities of Minneapolis, Eden Prairie, and Bloomington, as a part of CP 2166100.

  

  • Eden Prairie Road (County State Aid Highway (CSAH) 4) at Westgate Trail in Eden Prairie 

  • Franklin Avenue (CSAH 5) at 24th Avenue in Minneapolis 

  • Lyndale Avenue (CSAH 22) at 49th Street in Minneapolis 

  • East Bush Lake Road (CSAH 28) at 102nd Street in Bloomington 

 

To improve administrative efficiency, county staff combined CP 2166200 and CP 2166100 into one bid package. On February 2, 2021, four bids were received with the lowest responsive bid submitted by Concrete Idea, Inc. Construction is expected to begin in spring 2021 with completion in fall 2021. 

 

Current Request: This request is to award a contract to Concrete Idea, Inc. in the amount of $1,545,765 for Midtown Greenway bikeway safety improvements (CP 2166200) in the city of Minneapolis and for pedestrian crossing improvements at various locations (CP 2166100).

 

Additionally, this request seeks authorization to transfer $133,000 in property tax from the Midtown Community Works CP 0031547 and $182,000 in property tax from the Minnehaha Hiawatha Community Works CP 0031742 to the Midtown Greenway Bikeway Safety Improvements CP 2166200, thereby increasing the budget for CP 2166200 by $182,000 from $874,000 to $1,056,000.

 

Impacts/Outcomes: Approval of this request will enable the county to address the county’s goals to reduce disparities for our residents and advance our climate action efforts by improving accessibility and enhancing safety for multi-modal transportation facilities.
