BE IT RESOLVED, that the County Administrator be authorized to negotiate Agreement PW 05-15-21 with the city of Minnetonka for cost participation to construct approximately three-quarters of a mile of multi-use trail along County State Aid Highway (CSAH) 3 (Excelsior Boulevard) from Kinsel Road to Interstate (I)-494, county project (CP) 2183500, at an amount not to exceed $100,000; that upon review and approval by the County Attorney’s Office, the Chair of the Board be authorized to sign the agreement on behalf of the county; and that the Controller be authorized to disburse funds as directed |

History: The city of Minnetonka is leading an effort to construct a multi-use trail along Excelsior Boulevard from Kinsel Road to Shady Oak Road. The multi-use trail project is being completed in two phases: hase one (completed in 2020) from CSAH 60 (Baker Road) to CSAH 61 (Shady Oak Road) and phase two (completion in 2021from Kinsel Road to I-494.
Proposed Agreement PW 05-15-21 with the city of Minnetonka stipulates that the city will be the lead agency responsible for design and construction administration. cost participate in phase two of the multi-use trail construction at an amount not to exceed $100,000. Upon project completion, the city will assume all trail maintenance responsibilities.
Funding will come from CP 2183500 Cost Participation and Partnerships 2019-2023, with expenses tracked in its associated subproject CP 2190800.
Current Request: This request is for authorization to negotiate and execute Agreement PW 05-15-21 with the city of Minnetonka to cost participate in the construction of a multi-use trail along Excelsior Boulevard, CP 2183500, at an amount not to exceed $100,000.
Impacts/Outcomes: Approval of this request will improve safety, connectivity and mobility along Excelsior Boulevard. This project will also promote a healthy and livable community which is identified as a strategy to meet the county’s goals established in the Mobility 2040 Plan and climate action efforts.
