BE IT RESOLVED, that the County Administrator be authorized to negotiate Agreement PW 13-34-21 with the city of Maple Grove for cost participation in pedestrian crossing improvements on County State Aid Highway (CSAH) 30 (93rd Avenue North) at Larch Lane North,county project (CP) 2183300, at a county costnot to exceed $35,000; that upon review and approval by the County Attorney’s Office, the Chair of the Board be authorized to sign the agreement on behalf of the county; and that the Controller be authorized to disburse funds as directed. |

| | | | | | | | Background:
History: The city of Maple Grove has been coordinating with the county to construct pedestrian crossing improvements on 93rd Avenue North at Larch Lane North. The improvements will enhance pedestrian safety and accessibility for people crossing this five-lane roadway. The 93rd Avenue/Larch Lane intersection provides access to a city trail system which connects to the Elm Creek Park Reserve. The improvements include:

constructing pedestrian refuge islands
-
upgrading pedestrian ramps to Americans with Disabilities Act standards

constructing sidewalk and trail
Proposed Agreement PW 13-34-21 with Maple Grove stipulates that the city will develop the plans and specifications for the project with county staff input. The county will participate in the construction cost and associated engineering fees at a county cost not to exceed $35,000. After project completion, the city will be responsible for maintaining the improvements according to the maintenance provisions in Agreement PW 13-34-21.
Funding for the project is available in the CP 2183300 – Safety and Asset Management 2019-2023, with expenses tracked in its associated subproject CP 2183323 – Pedestrian crossing at CSAH 30 and Larch Lane North.
Construction is anticipated to begin spring of 2021 and be completed by fall of 2021.
Current Request: This request seeks authorization to negotiate and execute PW 13-34-21 with the city of Maple Grove for cost participation in pedestrian crossing safety improvements on 93rd Avenue North at Larch Lane North, CP 2183300, at a county cost not to exceed $35,000.
Impacts/Outcomes: Approval of this request will provide for pedestrian crossing safety improvements on 93rd Avenue North at Larch Lane North. Participating in this project will address the county’s goals to improve safety for all transportation users, provide affordable transportation choices and convenient access to destinations, and advance our climate action efforts by upgrading this multi-modal crossing.
