Resolution:

BE IT RESOLVED, that the County Administrator be authorized to negotiate Agreement PW 25-20-19 with the city of Minneapolis for cost participation and maintenance responsibilities for traffic signal replacements and pedestrian ramp upgrades on County State Aid Highway (CSAH) 5 (Franklin Avenue) at 26th, 27th, and 31st avenues, and pedestrian ramp upgrades on Franklin Avenue at 21st, 22nd, and 23rd avenues, county project (CP) 2183500, at a county costnot to exceed $1,330,000; that upon review and approval by the County Attorney’s Office, the Chair of the Board be authorized to sign the agreement on behalf of the county; and

 

BE IT FURTHER RESOLVED, that the County Administrator be authorized to negotiate Agreement PW 44-20-20 with the city of Minneapolis for cost participation and maintenance responsibilities for traffic signal replacements and pedestrian ramp upgrades on CSAH 21 (50th Street West) at Dupont, Upton, Zenith, and Chowen avenues, and on CSAH 66 (Broadway Street Northeast) at Johnson Street, CP 2183500, at a county cost not to exceed $990,000; that upon review and approval by the County Attorney’s Office, the Chair of the Board be authorized to sign the agreement on behalf of the county; and that the Controller be authorized to disburse funds as directed.

Background:

History: The city of Minneapolis, in coordination with the county, is leading two intersection improvement projects. The improvements include traffic signal replacement, accessible pedestrian signal installation, pedestrian ramps upgrades, and curb and drainage improvements.

 

Proposed agreements PW 25-20-19 and PW 44-20-20 with Minneapolis stipulate that the city will lead the projects, develop the plans and specifications with county staff input, receive bids, and administer the contracts. The county will participate in the construction and associated engineering costs. After project completion, maintenance of the improvements will be assigned according to the agreements.

 

Funding for the projects is available in CP 2183500 – Cost Participation & Partnerships 2019-2023, with expenses tracked in its associated subprojects: CP 2183508 – Franklin Avenue Bump outs SIP; and CP 2183514 – 2020 Signals along 50th/Broadway.

 

Construction is anticipated to begin summer of 2021 and be completed by fall of 2021.

 

Current Request: This request seeks authorization to negotiate and execute the following two agreements with Minneapolis:

 

  • PW 25-20-19 for cost participation and maintenance responsibilities for traffic signal replacements and pedestrian ramp upgrades on Franklin Avenue between 21st and 31st avenues, CP 2183500, at a county cost not to exceed$1,330,000
  • PW 44-20-20 for traffic signal replacements and pedestrian ramp upgrades on 50th Street West at Dupont, Upton, Zenith, and Chowen avenues and on Broadway Street Northeast at Johnson Street, CP 2183500, at a county cost not to exceed $990,000

 

Impacts/Outcomes: Approval of this request will enable the county to address our goals to preserve and modernize our transportation system, improve safety for all transportation users, reduce disparities by improving accessibility and advance our climate action plan by providing multi-modal transportation options.
