Five Agmts with local government agencies to provide work crews from the Sentencing to Service Program, various contract dates, (total recv $166,334.42)
Resolution:

BE IT RESOLVED, that the following Agreements to provide work crews from the Sentencing to Service Program be approved:

  • A2110956 with City of Robbinsdale in the receivable amount of $81,097.12 during January 1, 2022 through December 31, 2022;
  • A2110946 with City of Brooklyn Center for the receivable amount of $12,476.48 during January 1, 2022 through December 31, 2022;
  • A2110947 with City of Brooklyn Center in the receivable amount of $20,742.80 during January 1, 2022 through December 31, 2022;
  • A2110958 with Hennepin County Housing and Redevelopment Authority in the receivable amount of $45,000.00 during January 1, 2022 through December 31, 2022;
  • A2110955 with the City of Crystal in the receivable amount of $7,018.02 during April 1, 2022 through November 1, 2022; and

that the Chair of the Board be authorized to sign the agreements on behalf of the County; and the Controller be authorized to disburse funds as directed.

Background:

Sentencing to Service (STS) is a community work service program in which clients may be court ordered as a sentencing sanction or as a condition of pretrial diversion or in lieu of paying traffic fines. Over the years, the Department of Community Corrections and Rehabilitation (DOCCR) has modified the STS Program in order to offer participants an opportunity to learn landscaping and other marketable skills. For several years, Hennepin County, through DOCCR, has entered into funding partnerships with a variety of local agencies, where STS participants serve on work crews to provide labor for those local agencies. The number of days worked and the number of assigned crews vary based on the needs of the agencies.

This board action request aligns with Hennepin County disparity reduction efforts by providing an alternative to paying traffic fines and an opportunity to learn marketable skills for justice involved populations who are disproportionally people of color.

The following provides a brief description of the services to be provided under each of the Agreements.

A2110956 CITY OF ROBBINSDALE - ($81,097.12)
For the period 1/1/22 to 12/31/22, STS Program participants will perform park and street maintenance projects as requested by the City based on the terms specified in the Agreement. STS crews will provide services at a rate of $389.89 per crew, per day.

A2110946 CITY OF BROOKLYN CENTER - ($12,476.48)
For the period 1/1/22 to 12/31/22, STS Program participants will perform landscape maintenance projects based on the terms specified in the Agreement. STS crews will provide services at the rate of $389.89 per crew, per day.

A2110947 CITY OF BROOKLYN CENTER - ($20,742.80)
For the period 1/1/22 to 12/31/22, STS Program participants will perform litter and snow removal services, based on the terms specified in the Agreement. The County will be paid at the rate of $389.89 per crew, per day.

A2110958 HENNEPIN COUNTY HOUSING AND REDEVELOPMENT AUTHORITY- (45,000.00)
For the period 1/1/22 to 12/31/22, STS Program participants will perform landscape maintenance and snow removal services, based on the terms specified in the Agreement. The County will be paid at the rate of $389.89 per crew, per day.

A2110955 CITY OF CRYSTAL - ($7,018.02)
For the period 4/1/22 to 11/1/22, STS Program participants will perform litter and snow removal services, based on the terms specified in the Agreement. The County will be paid at the rate of $389.89 per crew, per day.
