WHEREAS, pursuant to Minnesota Statutes, section 375.01, the Hennepin County Board has seven commissioners, which means that pursuant to Minnesota Statutes, section 375.025, there are seven Hennepin County Commissioner Districts; and
WHEREAS, the 2020 Federal Decennial Census reveals that the current population of Hennepin County is 1,281,565, which means that the ideal district population is 183,081; and
WHEREAS, the 2020 Federal Decennial Census reveals that the existing Hennepin County Commissioner Districts are not equal in population:

WHEREAS, the 2020 Federal Decennial Census reveals a population variance of 4.44% below and 7.56% above the ideal district population of 183,081, with a population differential of 21,968 between the smallest and largest districts, which results in the districts not complying with the standards set forth in Minnesota Statutes, section 375.025, which results in the need for redistricting; and
WHEREAS, Minnesota Statutes, section 375.025 requires that Hennepin County Commissioner Districts be redistricted within 80 days of the time when the legislature has been redistricted or at least 15 weeks before the state primary election in 2022, whichever comes first, which means that county commissioner districts must be redistricted by April 26, 2022; and
WHEREAS, it is the intent of this Board to create new districts that are as nearly equal in population as possible and the Board has been presented with a thorough analysis of ___ (attached hereto) which would result in the districts having the following populations:

WHEREAS, the above populations result in a population differential of __ between the smallest and largest districts, with a population deviation range of ___; and
WHEREAS, in Resolution Nos. 22-0100 and 22-0118, the Board adopted a redistricting process and redistricting principles based on Minnesota Statutes, section 375.025 and relevant law; and
WHEREAS, the Board has followed the directive of Minnesota Statutes, section 375.025, subdivision 1, to create districts as nearly as equal in population as possible; and
WHEREAS, the Board has followed the directive of Minnesota Statutes, section 375.025, subdivision 1, which requires that districts be bounded by town, municipal, ward or precinct lines; and
WHEREAS, the Board must not split precincts, as set by the local units of government, in determining county commissioner district lines; and
WHEREAS, the Board has followed the directive of Minnesota Statutes, section 375.025, subdivision 1, which requires that districts not vary in population more than ten percent from the average for all districts in the county; and
WHEREAS, the Board has attempted to create districts that are composed of contiguous territory as regular and compact in form as practical, depending on geography; and
WHEREAS, the Board also established as a principle that it will abide by federal and state constitutional and legal requirements and give due consideration to voting rights of citizens on account of race, ethnicity or membership in a language minority group; and
WHEREAS, the Board has established a principle of preserving communities of interest and maintaining historical alignments of communities of interest where in compliance with other principles; and
WHEREAS, by Resolution No. 22-0100, the Board established public hearings on April 12, 2022 and April 19, 2022 and held those public hearings on redistricting and has published three weeks’ notice of its purpose to redistrict, stating that it would hold a meeting on April 26, 2022 to adopt a plan; and
WHEREAS, commissioners in Districts 2, 3, and 4 were elected in 2018 for four year terms commencing on January 7, 2019 and commissioners in Districts 1, 5, 6, and 7 were elected in 2020 for four year terms commencing on January 4, 2021; and
WHEREAS, Minnesota Statutes, section 375.025, subdivision 4, requires that there shall be a new election of commissioners in all districts at the next general election except that if the change made in the boundaries of a district is less than five percent of the average of all districts of the county, the commissioner in office at the time of the redistricting shall serve for the full period for which elected; and
WHEREAS, the population of Districts ___ will result in a population shift of more the five percent of the average of all districts in the county, which requires an election in those districts on November 8, 2022 pursuant to Minnesota Statutes, section 375.025, subdivision 4; and
WHEREAS, the population of Districts ____ do not result in a population shift of more than five percent and therefore no election for seats can be held by law; and
WHEREAS, the Board has invited and heard public comment and received and studied ____ plans and the extensive analysis related to those plans by County Resident and Real Estate Services, all of which are on file with the County Auditor’s office and the Board Clerk’s office; and
WHEREAS, the Board in consideration of the foregoing and all its deliberations believes it has diligently pursued redistricting through its actions and those of County Resident and Real Estate Services and believes it has done so within the requirements imposed by law and believes and fair redistricting plan can be achieved; therefore
