BE IT RESOLVED, that a contract be awarded to Concrete Idea Inc in the amount of $1,385,105 for pedestrian ramp and accessible pedestrian signal upgrades along the following county roadways: County State Aid Highway (CSAH) 3 (Excelsior Boulevard), CSAH 5 (Minnetonka Boulevard), and CSAH 61 (Plymouth Road) in Minnetonka; CSAH 10 (Bass Lake Road) in New Hope; CSAH 61 (Flying Cloud Drive) in Eden Prairie; CSAH 110 (Commerce Boulevard) in Mound and Minnetrista; County Project (CP) 2183300; that the Chair of the Board be authorized to sign the contract on behalf of the county; and the Controller be authorized to disburse funds as directed. |

As part of the Hennepin County Americans with Disabilities Act (ADA) transition plan, the county is upgrading pedestrian ramps at intersections along the following:

Excelsior Boulevard from Spring Lane to Glen Oak Street (three intersections)

Minnetonka Boulevard from Plymouth Road to Robinwood Lane (six intersections)
-
Plymouth Road from McGinty Road to Cartway Lane (15 intersections)
-
Bass Lake Road from Ensign to Louisiana avenues (19 intersections)
-
Flying Cloud Drive from College View Road to Anderson Lakes Parkway (two intersections)
-
Commerce Boulevard from Church to West Branch roads (seven intersections)
In addition, the project will install Accessible Pedestrian Signals (APS) at the following signalized intersections:

Bass Lake Road at Boone Avenue, Winnetka Avenue, and at Bass Lake Townhomes

Flying Cloud Drive at College View Road and Anderson Lakes Parkway

Plymouth Road at Cartway Lane and Sherwood Place

Commerce Boulevard at Three Points Boulevard
On April 19, 2022, two bids were received for the project with the lowest responsive bid submitted by Concrete Idea Inc.
Project funding is available in County Project (CP) 2183300 Safety and Asset Management, with expenses tracked in its associated subproject CP 2183333: 2022 ADA ped ramps and APS improvements along various corridors in Hennepin County.
Construction is planned in summer 2022.
Current Request: This request seeks to award a contract to Concrete Idea, Inc. for $1,385,105 to upgrade pedestrian ramps at intersections and install APS at 10 intersections throughout the county.
Impacts/Outcomes: This action supports the county’s climate action and disparity reduction efforts by improving accessibility, mobility and safety for people walking, biking, and rolling across the county.
