Resolution:

BE IT RESOLVED, that Amendment 3 to Agreement A199645 with the Minnesota Department of Corrections for the Remote Electronic Alcohol Monitoring Program with no change in the grant period of July 1, 2019 through June 30, 2023, increasing the receivable by $10,000 for a new total receivable amount of $383,400, be approved; that a supplemental appropriation of $10,000 be made to the 2022 Department of Community Corrections and Rehabilitation budget; that the Chair of the Board be authorized to sign the Amendment on behalf of the County; and the Controller be authorized to disburse funds as directed; and

 

BE IT FURTHER RESOLVED, that the acceptance of this grant funding for this program by the Hennepin County Board of Commissioners does not imply a continued funding commitment by Hennepin County for this program when grant funds are no longer available.

Background:

Board Resolution 21-0214 approved a two-year extension of grant agreement A199645 with the Minnesota Department of Corrections and accepted an additional $180,000 to fund the Remote Electronic Alcohol Monitoring (REAM) Program, for state fiscal years 2022­-2023.  This amendment adds an additional $10,000 in funding to state fiscal year 2022 which resulted from a reallocation of funding by the State.

 

The REAM Program, which dates back to 1998, was developed by the State of Minnesota as a result of the increasing numbers of DWI offenses. Clients charged with alcohol-­related driving offenses are mandated to be under electronic alcohol monitoring (M.S. §169A.40 and §169A.44) to the extent monitoring equipment is made available to Court. In Hennepin County, the referrals for supervision and REAM grant funding come from either the Department of Community Corrections and Rehabilitation's (DOCCR’s) Pretrial unit or directly from the District Court following financial screening using Public Defender eligibility guidelines. The additional grant funding ($10,000) will be used by DOCCR for authorized REAM contract services to indigent clients. The amended grant amount covers about 23% of the annual cost to operate the REAM program for indigent clients.
