Resolution:

BE IT RESOLVED, that the County Administrator be authorized to negotiate Agreement PW 12-20-22 with the city of Minneapolis for cost participation and maintenance responsibilities with intersection improvements on County State Aid Highway (CSAH) 3 (Lake Street) at 28th Avenue South, Bde Maka Ska Parkway/Dean Parkway and Thomas Avenue; (CSAH) 5 (Franklin Avenue) at 13th Avenue South; and CSAH 152 (Cedar Avenue) at Sixth Street South and Minnehaha Parkway, county project (CP) 2183500, CP 2183300, at county cost not to exceed $440,750; that upon review and approval by the County Attorney’s Office, the Chair of the Board be authorized to sign the agreement on behalf of the county; and that the Controller be authorized to disburse funds as directed; and

  

BE IT FURTHER RESOLVED, that the County Administrator be authorized to negotiate Agreement PW 14-20-22 with the city of Minneapolis for cost participation and maintenance responsibilities for accessibility upgrades on CSAH 21 (50th Street) at Bryant Avenue, CP 2183500, at county cost not to exceed $20,000; that upon review and approval by the County Attorney’s Office, the Chair of the Board be authorized to sign the agreement on behalf of the county; and that the Controller be authorized to disburse funds as directed. 

Background:

The city, in partnership with the county, is leading a safety project at three intersections along Lake Street: one intersection on Franklin Avenue and two intersections along Cedar Avenue. Minneapolis was awarded $990,000 in federal funds through the Highway Safety Improvement Program for this project which will enhance safety, accessibility and drainage at these intersections. Additionally, the city plans to reconstruct Bryant Avenue this year from Lake to 50th Street to improve safety, access and drainage along the corridor. The city held several public engagement meetings during project development to understand and develop a design concept that addresses the community’s needs.  

 

Proposed agreements PW 12-20-22 and PW 14-20-22 stipulate that the city will lead the projects, develop the plans and specifications with county staff input, receive bids, and administer the contracts. The county will participate in the construction and associated engineering costs.  

 

After project completion, the county will own the signal systems at the Cedar Avenue/Sixth Street South, Lake Street/ Bde Maka Ska Parkway/Dean Parkway and Lake Street/Thomas Avenue intersections. The city will maintain these assets consistent with the County/City Road Maintenance Agreement. 

 

County funding will be provided by CP 2183500 – Cost Participation & Partnerships and CP 2183300 – Safety and Asset Management, with expenses tracked in their associated subprojects: CP 2183521 and CP 2183327 Cost Participation with Minneapolis for Intersection Improvement on CSAHs 3, 5, and 152; and CP 2183542 – CSAH 21 at Bryant Avenue ADA Improvements. Construction is scheduled for summer 2022 with substantial completion in 2023. 

 

Current Request: This request seeks authorization to negotiate and execute the following agreements with the city of Minneapolis:

  • PW 12-20-22: Traffic signal replacement with accessible pedestrian signals, pedestrian ramp upgrades, sidewalk, curb and drainage improvements on Lake Street at 28th Avenue South, Thomas Avenue and Bde Maka Ska Parkway/Dean Parkway; on Franklin Avenue at 13th Avenue South; and on Cedar Avenue at Sixth Street South and Minnehaha Parkway, (CP 2183500, CP 2183300); at a county cost not to exceed $440,750. 

  • PW 14-20-22: Cost participation and maintenance responsibilities for pedestrian ramp upgrades on 50th Street at Bryant Avenue, CP 2183500, at county cost not to exceed $20,000.

 

Impacts/Outcomes: This action supports the county’s Mobility 2040 goals, climate action and disparity reduction efforts by improving accessibility, mobility and safety for multi-modal transportation.
