Background:
The Hennepin County Emergency Communications Facility (“ECF”), is located at 1245 Shenandoah Lane North Plymouth, MN 55447. The ECF is the central hub of emergency radio & telephone emergency communication in Hennepin County as it houses a 911 Call Center and the main antennae of our ARMER Sheriff’s Radio Communications system. The Parker’s Lake Golf Driving Range is adjacent to the EDF.
This project addresses the fact that golf balls from the Parker’s Lake Golf Driving Range are clearing the current 50-foot net and entering the ECF employee and emergency vehicle parking lot.
While the current net was appropriate when it was first installed, as golfer skills increase and better drivers improved, the number of golf balls clearing the net has increased to 10-15 balls a month. There have been several vehicles damaged and reports of 911 Call Center Operators who were close to being struck by golf balls
The county’s engineering consultant, IMO Group, determined that a 100-foot net is required at this location to protect pedestrians and vehicles. The City of Plymouth approved a variance to install a net of this height.
Through the low bid procurement process, a request for bids was released on April 5, 2022. Five (5) bids were received on May 3, 2022. As the low bid, it is recommended that Net Connection, LLC be awarded the contract for the project in the amount of $543,819. The contractor’s Affirmative Action Plan and Small Business Enterprise participation goals are pending approval.
Current Request: This is a request to award Contract 5218A1 to Net Connection, LLC for the Hennepin County Emergency Communications Facility Golf Netting project (Capital Project 1008520), in the amount of $543,819.
Impact/Outcomes: This project will improve a county asset and will protect staff and vehicles.
