Item Description:
Amd 1 to Agmt A2110773 with MN Dept of Human Services, for Opioid Response Services, allowing for ministerial adjustments to agreement language.
Resolution:

BE IT RESOLVED, that Amendment 1 to  Agreement A2110773 with the Minnesota Department of Human Services for Opioid Response Services allowing for ministerial adjustments be approved; that the Chair of the Board be authorized to sign the amendment on behalf of the county; and that the Controller be authorized to accept and disburse funds as directed; and

BE IT FURTHER RESOLVED, that sponsorship and acceptance of grant funding for this program by the Hennepin County Board of Commissioners does not imply a continued funding commitment by Hennepin County for this program if grant funds become no longer available.

Background:

Through resolution 21-0180 the Board has accepted $481,739.00 receivable from DHS for the Healthcare for the Homeless (HCH) Program to provide Medication-Assisted Treatment (MAT) services to all persons experiencing homelessness and opioid addiction with specific outreach and retention services for American Indians experiencing homelessness and opioid addiction.

Amendment 1 to agreement A2110773 will allow for the following ministerial adjustments found in section “a. Compensation:” editing the name of the budget document from “B” to “B-1” and editing paragraph “a.1” from “COUNTY must obtain STATE written approval before changing any part of the budget. Notwithstanding Clause 16.1 of CONTRACT, shifting of funds between budget line items does not require an amendment if the amount shifted does not exceed 10% of the smaller line item and when the total obligation and salaries/fringe benefits remains unchanged.” to “COUNTY must obtain STATE written approval before changing any part of the budget. Notwithstanding Clause 16.1 of CONTRACT, shifting of funds between budget line items does not require an amendment if the amount shifted does not exceed 10% of that budget year total and does not change the total obligation amount.”

This request reduces the disparities in the health domain by providing MAT services to all persons experiencing homelessness and opioid with specific outreach and retention services for American Indians experiencing homelessness and opioid addiction.
