History: The City of Minnetonka, in partnership with the county, is leading a multi-use trail project on the north side of Minnetonka Boulevard from Woodlawn Avenue to Tonkawood Road. The project will construct an eight-foot-wide paved trail to improve safety, accessibility and mobility along Minnetonka Boulevard.

In summer 2021, the city held an informational meeting about the project. City staff have continued to engage with residents throughout the project design and will continue communication with residents and stakeholders during construction through signage, texts, email and newsletters.

Minnetonka will lead the project, develop the plans and specifications with county staff input, acquire any needed right of way, receive bids, and administer the contract. Project construction is tentatively scheduled for 2023. The county will participate in construction costs at county cost not to exceed $135,000. Maintenance of the completed improvements is specified in the agreement.

County funding will be provided by CP 2183500 – Cost Participation & Partnerships, with expenses tracked in its associated subproject: CP 2183515 Cost Participation with Minnetonka for CSAH 5 Multi-use Trail from Woodlawn Avenue to Tonkawood Road.

Current Request: This request seeks authorization to negotiate and execute Agreement PW 21-15-22 with the City of Minnetonka for cost participation and maintenance responsibilities for multi-use trail construction along Minnetonka Boulevard from Woodlawn Avenue to Tonkawood Road, CP 2183500, at county cost not to exceed $135,000.

Impacts/Outcomes: This action supports the county’s Mobility 2040 goals, climate initiatives and disparity reduction efforts by improving accessibility, mobility and safety for multi-modal transportation.
