Resolution:

BE IT RESOLVED, that the County Administrator be authorized to negotiate Agreement PW 19-20-22 with the city of Minneapolis for cost participation and maintenance responsibilities for the multimodal improvements along County State Aid Highway (CSAH) 36 (University Avenue) and CSAH 37 (Fourth Street) from Interstate (I)-35W to Oak Street, county project (CP) 2167301 at an estimated receivable of $4,137,607 ($3,661,201 capital, $476,406 operating); that upon review and approval by the County Attorney’s Office, the Chair of the Board be authorized to sign the agreement on behalf of the county; and that the Controller be authorized to accept funds as directed; and

  

BE IT FURTHER RESOLVED, that that the County Administrator be authorized to execute Agreement PW 20-40-22 with the Minnesota Department of Transportation (state contract No. 1050354) authorizing the Commissioner of Transportation to act as the county’s agent in accepting federal funds on its behalf for the multimodal improvements along CSAH 36 (University Avenue) and CSAH 37 (Fourth Street), (CP 2167301), (SP 027-636-012) (SP 027-637-005), in the amount of $5,500,000; that upon review and approval by the County Attorney’s Office, the Chair of the Board be authorized to sign the agreement on behalf of the county; and that the Controller be authorized to accept funds as directed; and

  

BE IT FURTHER RESOLVED, that pursuant to Minnesota Statutes, §161.36, the Commissioner of Transportation be appointed as agent of Hennepin County to accept federal funds for CP 2167301.

  

BE IT FURTHER RESOLVED, that the County Administrator be authorized to execute Amendment 1 to Agreement PR00001478 with Alliant Engineering, Inc. to continue final design engineering services for the multimodal improvements along CSAH 36 (University Avenue) and CSAH 37 (Fourth Street), CP 2167301, increasing the contract amount by $306,420 to a new total not to exceed $2,056,420 and extending the contract period to August 31, 2024; that upon review and approval by the County Attorney’s office, the Chair of the Board be authorized to sign the amendment on behalf of the county; and that the Controller be authorized to disburse funds as directed. 

Background:

History: The county, in coordination with the city of Minneapolis, MnDOT, the Metropolitan Council, and the University of Minnesota, is leading a multimodal improvement project along University Avenue (CSAH 36) and Fourth Street (CSAH 37) between I-35W and Oak Street in Minneapolis. This project will complement Metro Transit’s E Line Arterial Bus Rapid Transit (ABRT) project planned along these corridors.

  

The project will include the following improvements, with construction planned to begin in spring 2023.

  

  • Upgrading pedestrian ramps to meet current standards  

  • Installing accessible pedestrian signals  

  • Constructing separated bikeways 

  • Improving transit facility access    

  • Replacing and revising traffic signal systems 

  • Improving sidewalk, curb, and drainage, including green infrastructure to collect stormwater runoff  

 

The project team held a virtual open house in spring 2020 and on-site open houses in both summer and fall of 2021. The team collected feedback on bikeway options and improvements for people walking, rolling, biking, and using transit. Public engagement will continue during the project.  

 

Proposed Agreement PW 19-20-22 with Minneapolis specifies county responsibility for design and construction. Minneapolis will pay the county roughly $4.1 million for its share of construction and engineering costs ($476,406 in engineering fees will be received into the Transportation Project Delivery Operating Budget). After project completion, the county will own the signal systems and the city will maintain the improvements according to the Hennepin County/Minneapolis Road Maintenance Agreement. 

 

Proposed Agreement PW 20-40-22 authorizes MnDOT to act as the county’s agent in accepting $5.5 million in federal funds awarded for the project on its behalf through the Regional Solicitation. 

 

In 2020 the county entered into an agreement with Alliant Engineering, Inc. for design engineering services for the project at a county cost not to exceed $1.75 million (Resolution 20-0020). Additional design services are needed to complete the project. Proposed Amendment 1 to agreement PR00001478 with Alliant Engineering, Inc. will increase the contract amount by $306,420 to a new total not to exceed of $2,056,420 and extend the contract period to August 31, 2024. Adequate funding for this amendment is available in the project budget.

  

Current Request: This request seeks authorization to negotiate and execute the following agreements for the multimodal improvements along University Avenue and Fourth Street, CP 2167301:

  

  • PW 19-20-22 with Minneapolis for cost participation and maintenance responsibilities at an estimated receivable of $4,137,607 

  • PW 20-40-22 with MnDOT to receive $5.5 million in federal funding 

  • Amendment 1 to PR00001478 with Alliant Engineering, Inc. for final design at a county cost not to exceed $306,420, increasing the total contract amount to $2,056,420, and extending the contract period to August 31, 2024. 

 

Impacts/Outcomes: This action supports the county’s disparity reduction and climate action efforts by improving access to future E-Line ABRT stations and improving accessibility, mobility, and safety for multi-modal transportation in an area with a high percent of no-vehicle households near the University of Minnesota.
