BE IT RESOLVED, that the County Administrator be authorized to execute Agreement PW 24-40-22 (State Agreement No. 1049547) with the Minnesota Department of Transportation (MnDOT) to accept Local Bridge Replacement Program (LBRP) (MVLST) grant funds for replacement of two bridges over Hendrickson and Noerenberg channels in Orono, in the amount of 3,170,351.76 ($1,565,211.83 for county project (CP) 2170500, and $1,605,139.93 for CP 2170600); , and will return to the Minnesota State Transportation Fund any amount appropriated for the project but not required; and
BE IT FURTHER RESOLVED, that the County Administrator be authorized to negotiate Agreement PW 26-67-22 with the Metropolitan Council (22I007) for cost participation to remove and bypass the Metropolitan Council Environmental Services (MCES) interceptor and associated structures attached to the county bridges and located on and adjacent to County State Aid Highway (CSAH) 51 (North Shore Drive) right of way, in an exclusive permanent easement, within the construction limits of CP 2170500 and CP 2170600; at an ; that upon review and approval by the County Attorney’s Office, the Chair of the Board be authorized to sign the agreement on behalf of the county; and the Controller be authorized to receive and disburse funds as directed; and
BE IT FURTHER RESOLVED, that revenues for CP 2170500 be adjusted as follows, increasing the total from ,600,000 to $4,100,000: add $1,565,211.83 in Highway Grants (LBRP) and decrease State Aid revenue appropriations by the same amount; add $500,000 in cost participation from the Metropolitan Council; that revenues for CP 2170600 be adjusted as follows increasing the total from $3,125,000 to $3,625,000: add $1,605,139.93 in State Highway Grants (LBRP) and decrease State Aid revenue appropriations by the same amount; add $500,000 in cost participation from the Metropolitan Council; and that the Controller be authorized to accept and disburse funds as directed.

History: The county, in coordination with the Minnesota Department of Transportation (MnDOT), the Metropolitan Council (Met Council), and the city of Orono, is leading a project to replace two structurally deficient bridges on North Shore Drive (CSAH 51) over Hendrickson and Noerenberg channels on Lake Minnetonka. The new bridges will add multimodal facilities for people walking, biking, and driving. Public engagement began in summer of 2020 with a virtual presentation for the project, which is scheduled for construction in 2022.
The project will also include removal and bypass of the MCES interceptor on and adjacent to North Shore Drive. The proposed agreement with Met Council stipulates that the county will be responsible for project delivery. Met Council will pay the county the total construction cost to remove and bypass the interceptor and their associated structures . The Met Council will be responsible for the interceptor maintenance after project completion.
The bridge replacement project over the Hendrickson Channel includes a current project budget of $3.6 million in the 2022-2026 Capital Improvement Program (CIP). With the addition of $1,565,211.83 in State Highway Grants (LBRP) from MnDOT and a reduction of State Aid revenue appropriations by the same amount, and $500,000 in cost participation from the Met Council, the project budget is increased to $4.1 million.

With the addition of $1,605,139.93 in State Highway Grants (LBRP) from MnDOT and reduction of State Aid revenue appropriations by the same amount, and $500,000 in cost participation from the Met Council, the project budget is increased to $3.625 million.
plans to replace both bridges at the same time to complete all construction work and limit road closures to one construction season. Public engagement for the project began in summer of 2020 with a virtual video presentation by the county that included the construction schedule, detours, access to homes and businesses, and options for ongoing project information. Construction is scheduled for spring 2022 with substantial completion in winter 2022.
