New Principal Agmts PR00004305, PR00004306, PR00004307 for the provision of services under the Workforce Innovation and Opportunity Act Adult, Youth, Dislocated Worker, State Dislocated Worker, and Minnesota Youth programs, 07/01/22–06/30/25, combined NTE $6,510,000, and amend Master Agmt PR00001064 with Carver County to increase NTE and term and amend Master Agmt PR00000994-1 with MN Teamsters Service Bureau to extend the term
Resolution:

BE IT RESOLVED, that the following Agreements providing services for Workforce Innovation and Opportunity Act Adult, Dislocated Worker, Youth, State Dislocated Worker, and Minnesota Youth clients during the period of July 1, 2022 through June 30, 2025 be approved:

 

PR00004305 with Hired, in the not to exceed amount of $2,170,000;

PR00004306 with Avivo, in the not to exceed amount of $2,170,000;

PR00004307 with Goodwill Industries, Inc., in the not to exceed amount of $2,170,000; and

 

BE IT FURTHUR RESOLVED, that Amendment 2 to Master Agreement PR00001064 with Carver County for the provision of services for Federal Workforce Innovation and Opportunity Act Adult, Youth, Dislocated Worker Program along with the State Dislocated Worker programs to eligible participants, increasing the not to exceed amount to $2,565,000 and extending the term to 6/30/2023 be approved; and

 

BE IT FURTHER RESOLVED, that Amendment 3 to Master Agreement PR00000994-1 with MN Teamsters Service Bureau for the provision of services for State Dislocated Worker program to eligible participants, extend the term to 6/30/2023 with no change to the not to exceed amount be approved; and

 

BE IT FURTHER RESOLVED, that the Chair of the Board be authorized to sign the Agreements on behalf of the County; and the Controller be authorized to disburse funds as directed; and

 

BE IT FURTHER RESOLVED, that the acceptance of grant funding for these programs by the Hennepin County Board of Commissioners does not imply a continued funding commitment by Hennepin County for these programs when grant funds are no longer available.

Background:

Under Title I of the Workforce Innovation and Opportunity Act (WIOA) the Adult, Youth and Dislocated Worker programs are federally funded and designed to strengthen and improve our public workforce system by assisting individuals, including youth and those with significant barriers to employment, into high-quality jobs and careers to help employers hire and retain skilled workers. The State Dislocated Worker and Minnesota Youth programs operate in conjunction with the federal programs and have similar goals, measures and outcomes, but are funded at the state level.

 

Under Resolution 21-0229, Hennepin County is authorized to receive funds from the Department of Employment and Economic Development during the period of April 1, 2021 through March 31, 2026 for the provision of services under WIOA Adult, Youth, Dislocated Worker, State Dislocated Worker, and Minnesota Youth.

 

On November 16, 2021, the Hennepin-Carver Workforce Development Board issued a Request for Proposals (RFP) pursuant to Hennepin County requirements for the WIOA Adult, Dislocated Worker, and State Dislocated Worker programs. An independent panel of six reviewed and selected providers for client services for the time period of July 1, 2022 through June 30, 2025.

 

On December 4, 2020, the Hennepin-Carver Workforce Development Board issued an RFP pursuant to Hennepin County requirements for the WIOA Youth and Minnesota Youth programs. An independent panel of six reviewed and selected providers for client services for the time period of April 1, 2021 through June 30, 2023.

 

The agreements include programmatic mandated services such as:

  • Career Services – Outreach, job search and placement assistance, comprehensive assessments, development of individual employment plans, counseling and career planning, and labor market information available to all job seekers.
  • Training Services – Links for customers to job opportunities in their communities, including both occupational training and training in basic skills. Participants use an individual training account to select an appropriate training program from a qualified training provider.
  •  Support Services – Transportation, childcare, dependent care, and housing among other supports are provided under certain circumstances to allow an individual to participant in the program.
  •  WIOA Youth Services – Summer and year-round employment, work experience and academic enrichment to suburban Hennepin County and Carver County with 75% out-of-school youth and 25% in-school youth.
  •  Minnesota Youth Services – Summer employment, work experience, and academic enrichment to suburban Hennepin County in-school youth.

 

Current Request: Approve new Master Agmts PR00004305, PR00004306, PR00004307 for the provision of services under the Workforce Innovation and Opportunity Act Adult, Youth, Dislocated Worker, State Dislocated Worker, and Minnesota Youth programs, 07/01/2022 – 6/30/2025, combined NTE $6,510,000, and amend Master Agmt PR00001064 with Carver County to increase NTE and term and amend Master Agmt PR00000994-1 with MN Teamsters Service Bureau to extend the term.
