Confirm the appointment of Daniel Rogan as Assistant County Administrator for Resident Services effective 06/07/22 and to the offices of County Treasurer/Auditor and Director of Licensing, effective 09/11/22; and establish the unclassified positions of Director of Elections and Director of Service Centers, effective 06/07/22

 

Resolution:

BE IT RESOLVED, that pursuant to Minn. Stat. § 383B.102(c)(3), the Hennepin County Board of Commissioners approves the appointment of Daniel Rogan as Assistant County Administrator for Resident Services, effective June 7, 2022; and

 

BE IT FURTHER RESOLVED, that pursuant to Minn. Stat. § 383B.025 and County Board Resolution 95-8-556R1, the Hennepin County Board of Commissioners appoints Daniel Rogan to the offices of County Auditor and County Treasurer, effective September 11, 2022; and

 

BE IT FURTHER RESOLVED, that pursuant to Minn. Stat. § 383B.251, the Hennepin County Board of Commissioners appoints Daniel Rogan as Director of Licensing, effective September 11, 2022; and

 

BE IT FURTHER RESOLVED, that the Hennepin County Board of Commissioners establishes the unclassified positions of Director of Elections and Director of Service Centers, effective June 7, 2022.

Background:

Minn. Stat. § 383B.102 requires the county administrator to seek county board approval of unclassified service appointments.

 

The county administrator proposes the creation of a new Resident Services line of business. The business line will include: Assessor, Elections, Examiner of Titles, the Library, Resident & Real Estate Services (which consists of the following divisions:  Surveyor, County Recorder, Property Taxation, Business Technology Solutions and Strategy and Support) and Service Centers. These areas are currently within the Operations line of business. This line of business will focus on providing a variety of county services directly to residents.

 

The county administrator is recommending Daniel Rogan be appointed to the unclassified position of Assistant County Administrator for Resident Services. Mr. Rogan was appointed to the unclassified position of Assistant County Administrator over the Operations line of business in December 2019 in accordance with the Open Appointments Policy. Prior to this position, from September 2000 to December 2019, he worked in the Hennepin County Attorney's Office, including being counsel to the County Board for ten years and managing the civil division for eight years.

 

Mr. Rogan has an exemplary reputation within the organization and his leadership skills are highly respected. Mr. Rogan’s vast experience within Hennepin County positions him perfectly to oversee the strategic work of the county's Resident Services line of business.

 

In addition to his appointment as Assistant County Administrator for Resident Services, this board action would appoint Mr. Rogan to serve as County Auditor and County Treasurer, as well as Director of Licensing. In accordance with Minnesota Statutes § 383B.025, in Hennepin County the offices of County Auditor and County Treasurer are not elective but are instead filled by appointment of the Hennepin County Board. In accordance with Minnesota Statutes § 383B.251, the Hennepin County Board similarly confirms the appointment of the Director of Licensing.

 

The establishment of the two director positions will split Resident and Real Estate Services into three departments. This separation of these two areas better represents the responsibilities in providing strategic direction, operational accountability and budgetary responsibility for Elections and Service Centers. The remaining divisions in Resident and Real Estate Services will continue as a department.

 

Current Request: The County Administrator requests the board confirm Daniel Rogan as Assistant County Administrator for Resident Services effective June 6, 2022 as well as to the offices of County Auditor, County Treasurer and Director of Licensing effective September 11, 2022; and establishes the unclassified positions of Director of Elections and Director of Service Centers, effective June 7, 2022.
