Neg Agmt A2211255 with City of Minneapolis and Urban Growth Property Limited Partnership for the operation and maintenance of skyway connections to the City of Minneapolis Public Service Building
Resolution:

BE IT RESOLVED, that the County Administrator be authorized to negotiate Agreement A2211255 with City of Minneapolis and Urban Growth Property Limited Partnership for the operation and maintenance of a skyway connections from the City of Minneapolis Public Service Building located at 505 4th Avenue South, Minneapolis, to the Public Safety Facility, Government Center, and 625 Building; that following review and approval of the County Attorney’s Office, the Chair be authorized to sign the Agreement and such other documents on behalf of the county.

Background:

Hennepin County, City of Minneapolis (“City”), and Urban Growth Property Limited Partnership (UGPLP) are parties to three existing agreements related to skyway connections to the new City of Minneapolis Public Service Building (“City Public Service Building”) located at 505 4th Avenue South, Minneapolis:

 

  • Skyway Agreement dated January 17, 1984, relating to the 4th Avenue South skyway connection between Government Center and the City Public Service Building (formerly the privately held “Government Center Ramp”)
  • Skyway Agreement dated August 9, 1985, relating to the 6th Street skyway connection between the 625 Building and the City Public Service Building
  •  Skyway Agreement dated December 22nd, 2003, relating to the 5th Street skyway connection between the Public Safety Facility and the City Public Service Building

 

The City Public Service Building was constructed on a site previously occupied by a parking ramp owned by UGPLP. Construction of the City Public Service Building and changes in property ownership necessitated updates to the three existing skyway agreements. Agreement A2211255 will address necessary updates and clarify operating and maintenance responsibilities related to all three skyway connections. The updated agreement will assign the City operating and maintenance responsibility for a portion of the skyway connection to the Government Center that was previously the responsibility of Hennepin County. The agreement will also address changes in property ownership, new connections constructed with the City Public Service Building, establish emergency exit easements, and clarify security response responsibilities.

 

Current Request: Authorize the County Administrator to negotiate Agreement A2211255 with City of Minneapolis and Urban Growth Property Limited Partnership for the operation and maintenance of skyway connections from three County buildings to the City of Minneapolis Public Service Building.

 

Impact/Outcomes: Approval of this Board Action Request will allow the continued operation and maintenance of skyway connections from the new City of Minneapolis Public Service Building to three County buildings.
