BE IT RESOLVED, that Agreement PR00004491 with VJAA, selected through a competitive selection process, for architectural services for the City Hall 1st Floor & 5th Floor Space Mods, Capital Project 1006382 (1st Floor) and 1008699 (5th Floor) (the “Projects”), for a not-to-exceed amount of $226,705.00 be approved; and
BE IT FURTHER RESOLVED, that the County Administrator be authorized to award two set-aside contracts for the Projects, one for the First Floor Space Mods and one for the Fifth Floor Space Mods, utilizing the authority under Minn. Stat. § 471.345, Subdivision 8, if the proposals for each are within the approved project budget; that the Chair of the Board be authorized to sign the contract on behalf of the county after performance and payment bonds have been properly executed; and that the Controller be authorized to disburse funds as directed; and
BE IT FURTHER RESOLVED that authorization is provided to use contracted service vendors and commodity contracts, as necessary, for portions of the work, furnishings, and equipment.

| | | | | | | | Background:
Background: The 1st Floor project relocates the Hennepin County Sheriff’s Office Finance Division and Civil Extraditions Unit to 1st Floor space in City Hall. This space is currently occupied by the Sherriff’s Office, the City of Minneapolis, and the MBC Facilities group. The work consists of interior remodeling with some HVAC rework to accommodate the space needs.
The 5th Floor project will create two new classrooms on the west side of City Hall from three existing rooms that are currently used as kitchen space, a dishwashing room and a smaller conference room. The project includes demolition of kitchen equipment and a ventilation hood, removal of utilities and some HVAC rework to accommodate the space needs. The new classrooms will provide more space for inmate programming in the Adult Detention Center in City Hall, which houses 60% of the inmate population, yet has far less programming space than in the PSF building. Some of this programming includes religious study, Alcoholics Anonymous, parenting, workforce training, interpretive writing, and yoga.
In February 2022, the county issued an RFP for architectural firms for the projects. Two proposals were received and VJAA was selected. VJAA will act as the principal consultant, with its team of mechanical and electrical engineers, architects, structural engineers, code consultants and a cost estimator. It is committed to 100% Small Business Enterprise (SBE) utilization in the project, including 5.5% by Minority-owned SBE firms and 77.8% by women-owned SBE firms.
In addition to the above-described architectural services, this is a request to procure two general contractors through a competitive selection process for each portion of the project, from among the small businesses (SBE firms) in the county’s set-aside contracting program for construction services. The SBE firms in the program - the Community Productive Day Construction Partnership Program - have been pre-qualified by DOCCR and Facility Services based on their demonstrated success employing and providing on-the-job training to ex-offenders. Each selected general contractor will be required to employ probationers during the performance of their contract for not less than ten (10) percent of the contract's total labor hours.
Current Request: This request seeks approval of Agreement PR00004491 with VJAA for architectural services for the Project and authorization for the County Administrator to award two contracts pursuant to Minn. Stat. §471.345, Subdivision 8 to the SBE firms in DOCCR’s Productive Day Construction Partnership Program that compete for the work. At least ten (10) percent of each contract’s total labor hours will be performed by probationers.
Impact/Outcomes: Selecting an architectural firm for the Project will allow the redesign of the space on the 1st and 5th floors respectively, by staff from the Sheriff’s Office and inmates in the Adult Detention Center. The selection of two SBE general contractors from the set-aside contracting program supports DOCCR’s on-the-job training program for probationers who seek a career path in construction.
