Resolution:

BE IT RESOLVED, that Amendment 1 to Agreement A199743 with the U.S. Department of Housing and Urban Development Continuum of Care Program to accept grant funds for the Planning Project to develop and implement a coordinated entry and assessment system, and related Homeless Management Information System (HMIS) capacity, for the Hennepin County Continuum of Care for the Homeless, for the period June 1, 2021 through May 31, 2022, in the amount of $357,090, and extending the term of the agreement to December 31, 2022, be approved; that the Chair of the Board be authorized to sign the agreement on behalf of the county; and that the Controller be authorized to disburse funds as directed; and

 

BE IT FURTHER RESOLVED, that sponsorship and acceptance of grant funding for this program by the Hennepin County Board of Commissioners does not imply a continuing funding commitment by Hennepin County for this program when grant funds are no longer available.

Background:

In 2012 the U.S. Department of Housing and Urban Development (HUD) adopted the Interim Rule for the Continuum of Care (CoC) Program in order to implement the HEARTH Act amendments to the McKinney-Vento Homeless Assistance Act. These new regulations for the CoC Program provided for planning funding for local Continuums of Care (CoCs) to assist them to plan and develop systems to better comply with the HEARTH Act, especially regarding CoC governance, establishment of a coordinated entry and assessment system, and performance standards and evaluation of CoC Program and Emergency Solutions Grant (ESG) funded programs.

 

Since the County was initially granted funding of $112,875 for these activities by HUD in 2013, the County has been granted funding from each of HUD’s funding cycles as follows: $120,782 in 2015, $306,392 in 2016, $354,077 in 2017, and $357,090 in 2018 for this grant agreement A1997543.  These were approved in Board Resolutions 13-0498, 15-0194, 16-0437, 17-0499, 18-0374, and 19-­0319.

 

This amendment action will extend the term of the current grant agreement (A199743) to December 31, 2022 in order to more fully utilize the grant funding and to complete the funded activities.

 

Disparity reduction: This request reduces disparities in the housing domain by supporting planning, data analysis, quality assurance activities, and the homeless response system. These activities help to identify, measure, and address racial and other disparities for people who are most often members of groups disparately impacted by homelessness and housing instability.
