BE IT RESOLVED, that the transfer of the U.S. Department of Housing and Urban Development grant funding from Matrix to Hennepin County, through Amendment 1 to Agreement A2211275, for coordinated entry and assessment services for people experiencing homelessness, during the period of May 1, 2022 through April 20, 2023, in the amount of $165,115 be approved; that the Chair of the Board be authorized to sign the Amendment on behalf of the county; and that the Controller be authorized to accept disburse funds as directed; and
BE IT RESOLVED that the Human Services and Public Health Department receive a supplemental appropriation of $90,000 to the 2022 Human Services and Public Health budget; and
BE IT FURTHER RESOLVED, that sponsorship and acceptance of grant funding for this program by the Hennepin County Board of Commissioners does not imply a continued funding commitment by Hennepin County for this program when grant funds are no longer available. |

| | | | | | | | Background:
Matrix was first awarded this grant (HUD # MN0372L5K002105) in 2017 and has had it renewed every year since, including this current grant in 2021. However, Matrix decided to close down its operation of assessment services for the Coordinated Entry System with this grant, effective June 1, 2022, and to transfer the grant to Hennepin County, in order for these services to continue in the Hennepin County community. Both the US Department of HUD and Matrix have agreed to this amendment, which transfers the grant to Hennepin County to administer and to contract with a service provider to implement.
This action, then, will accept this transfer through this amendment to Agreement A2211275 in the receivable amount of $165,115, for the period of May 1, 2022 through April 31, 2023, providing the continuation of this grant funding for these coordinated entry and assessment services in Hennepin County.
Disparity reduction:
This request reduces disparities in the housing domain by funding services that assist in moving people experiencing homelessness into housing. Most often these are people who are members of groups disparately impacted by homelessness and housing instability. | |
