Item Description:
Authorize the County Administrator to offer Hennepin County cities an opportunity to notify HSPH of their intent to join the JCPP by 12/31/22
Resolution:
BE IT RESOLVED, that the County Administrator be authorized to offer cities in Hennepin County the opportunity to notify Hennepin County Human Services and Public Health in writing of their intent to join the Joint Community Police Partnership by December 31, 2022; and

BE IT FURTHER RESOLVED, that the cost-sharing agreement for cities for the Joint Community Police Partnership is that the city funds 30% of the costs and the county funds 70%; and

BE IT FURTHER RESOLVED, that if a city does not notify Hennepin County Human Services and Public Health in writing of their intent to join the Joint Community Police Partnership by December 31, 2022, that city will not have the opportunity to join the Joint Community Police Partnership until at least December 31, 2023.
Background:

The Joint Community Police Partnership (JCPP) is a partnership between Hennepin County Human Services and law enforcement jurisdictions to enhance communication and understanding between law enforcement and local cultural communities. Currently the cities of Brooklyn Center, Brooklyn Park, Hopkins, Crystal, Richfield, and Bloomington are members of the JCPP. The City Councils of Robbinsdale, New Hope, and Crystal have authorized the funding of an additional liaison that will be shared between the three jurisdictions. This will give these three cities two liaisons which will be jointly shared between them and adds the city of Robbinsdale into the JCPP program. There is a cost sharing agreement with jurisdictions involved in JCPP where the county pays for 70% of the costs related to the program, and cities fund 30% of costs.

 

  1. There are four key elements to the JCPP:A community liaison dedicated to each involved city by Hennepin County
  2. Establishment of a Multicultural Advisory Committee (a diverse group of community leaders representing many different ethnicities/nationalities that meets at least monthly with police command staff to advise on ongoing community policing practices).
  3. Support cultural awareness training for law enforcement officers.
  4. Community trainings that include dialogues and question and answer sessions regarding the role of the police.

 

The current request is to authorize the County Administrator to offer cities in Hennepin County the opportunity to notify Hennepin County Human Services and Public Health in writing of their intent to join the Joint Community Police Partnership program, set a deadline for such notifications, set the cost-sharing arrangement for the program, and approve the addition of FTEs to staff the program.
