Award Contract CM00000919 to Stanley Convergent Security Solutions, Inc. for the PSF Sheriff’s Systems Replacement Project, $930,810.86
Resolution:

BE IT RESOLVED, that the award of Contract CM00000919 to Stanley Convergent Security Solutions, Inc. for the PSF Sheriff’s Systems Replacement Project (Project No. 1008958), in the amount of $930,810.86  be approved; that the Chair of the Board be authorized to sign the contract on behalf of the county after the performance and payment bonds have been properly executed; and that the Controller be authorized to disburse funds as directed.

Background:

The Public Safety Facility (PSF) in downtown Minneapolis is a secure facility containing a jail, courtrooms, offices for public defenders, a backup 911 call-center, Sheriff Department offices, and various other public-sector tenants.

 

This project replaces Programmable Logic Controllers (PLCs) which are small, industrial computers. At PSF, there are several PLCs that allow remote operation of the elevators, door locks, lighting, televisions, electrical outlets, etc. The PLCs are now beyond their expected lifespan (20+ years old) and need to be replaced. Some of the PLCs onsite have not been manufactured in over 8 years and it is impossible to procure replacements. If one were to fail, door locks, elevators, lighting, emergency duress buttons, etc. would not be able to be operated remotely, leading to unsafe conditions.

 

In addition to replacing the PLC hardware, programmers will need to re-create the 16-bit programming in new, modern, robust PLC hardware.

 

To determine a contractor, Facility Services hired a consultant with security specialists on staff (Paulson & Clark Engineering) to thoroughly review the project scope, conduct market research and review the estimated cost. Stanley Convergent Security Solutions, Inc. is the only firm able to meet the county’s criteria:

 

  • Licensed Rockwell Automation / Allen-Bradley Dealer.
  • Programmers on staff that have experience writing code for older hardware, understand all the PLCs & code in the PSF.
  • Experience in the PSF Building itself or similar high-security facilities.
  • Local service staff on call 24/7.

 

The firms pricing was reviewed by the county and the consultant. 

 

A portion of the work involves electrical install and Stanley has taken steps to include Emerging Small Business Enterprises on its team to perform this work for the county. This forms about 32% of the contract amount.

 

Current Request: This is a request to award Contract CM00000919 to Stanley Convergent Security Solutions, Inc. for the PSF Systems Replacement Project (Project No. 1008958), in the amount of $930,810.86.

 

Impact/Outcomes: This project will maintain and preserve a county asset.
