Agmt A2211290 from the MN Dept of Health to accept grant funding for costs related to the detection and mitigation of COVID-19 in the Hennepin County Jail, 07/05/22–07/31/23, $148,498.22 (recv); supp app of $23,498.22 to the 2022 Hennepin County Sheriff’s Office budget
Resolution:

BE IT RESOLVED, that Agreement A2211290 from the Minnesota Department of Health to provide grant funding for costs related to the detection and mitigation of COVID-19 in the Hennepin County Jail during the period July 5, 2022 through July 31, 2023, in the receivable amount of $148,498.22 be approved, that the Chair of the Board be authorized to sign the grant agreement on behalf of the county; and that the Controller be authorized to accept and disburse funds as directed; and

 

BE IT FURTHER RESOLVED, that a supplemental appropriation of $23,498.22 be made to the 2022 Hennepin County Sheriff’s Office budget be approved; and

 

BE IT FURTHER RESOLVED, that sponsorship and acceptance of grant funding for the program by the Hennepin County Board of Commissioners does not imply a continued commitment by Hennepin County for this program when grant funds are no longer available.

Background:

The Minnesota Department of Health (MDH) received an award of federal financial assistance from the Center for Disease Control and Prevention, in partnership with the Department of Justice, to respond to COVID-19 in correctional facilities.  The Epidemiology and Laboratory Capacity for Infectious Diseases grant can be used for a variety of costs associated with the work to detect and mitigate the COVID-19 risk within correctional facilities.

 

The Hennepin County Sheriff’s Office applied for a sub-award of federal financial assistance from MDH. Allowable costs under the grant include:

  • Personnel time required to implement testing and mitigation programs
  • Laboratory equipment needed for COVID-19 testing and needed maintenance contracts
  • Collection supplies, test kits, reagents, consumables, and other necessary supplies for existing or new screening testing or onboarding new platforms to support testing
  • Personal Protective Equipment (PPE) (e.g., masks, gloves, gowns) for those collecting samples and/or conducting testing
  • Service contracts for end-to-end services such as tests, collection and reporting
