Hennepin County through Resolution 19-0430 authorized Power Purchase Agreement ADH0001312 with IPS DG Solar DE LLC (dba “IPS Solar”) for the purchase of power from a new solar energy installation at the Adult Correctional Facility Campus (1145 Shenandoah Lane North, Plymouth). The solar energy installation is expected to produce about 33% of the total electrical load at the Adult Correctional Facility men’s building.

As a condition of the Power Purchase Agreement, IPS Solar requires a Memorandum of Easements to be executed and recorded. The Memorandum of Easements will outline easement rights granted by the County to IPS Solar for the operation of the solar energy installation, including a site easement for the premises of the facility, access and utility easements, and a solar access easement.

Current Request: Authorize the negotiation and execution of Memorandum of Easements with IPS DG Solar DE LLC for solar energy installation at Adult Correctional Facility Campus.

Impact/Outcomes: This action will facilitate the installation, operation, and maintenance of a solar energy system on the Adult Correctional Facility Campus.
