Joint Powers Agmts for assessment services to be performed by Hennepin County in the cities of Orono from 08/01/22–07/31/23, Wayzata from 08/01/22–07/31/26, and Deephaven from 08/01/22–07/31/24; incr the 2023 Assessor Dept Fees for Services by $75,500 and increase the 2022 staff complement by 1.0 FTE Appraiser
Resolution:

BE IT RESOLVED, that Agreement A2211337 with the City of Orono for assessment services performed by Hennepin County during the period of August 1, 2022 through July 31, 2023 in the estimated receivable amount of $254,000 be approved; and that the Chair of the Board be authorized to sign the Agreement on behalf of the County; and


BE IT FURTHER RESOLVED, that Agreement A2211360 with the City of Wayzata for assessment services performed by Hennepin County during the period of August 1, 2022 through July 31, 2026 in the first year estimated receivable amount of $95,000 be approved; and that the Chair of the Board be authorized to sign the Agreement on behalf of the County; and

BE IT FURTHER RESOLVED, that Agreement A2211381 with the City of Deephaven for assessment services performed by Hennepin County during the period of August 1, 2022 through July 31, 2024 in the first year estimated receivable amount of $3,100 be approved; and that the Chair of the Board be authorized to sign the Agreement on behalf of the County; and

BE IT FURTHER RESOLVED, that the approval of the Wayzata Agreement will include an amendment to the 2022 budget to include an additional full time appraiser position funded by receivables.

Background:

The provisions of Minnesota Statutes, Section 273.072 provide that any jurisdiction lying wholly or partially within the county may, by agreement entered into under section 471.59, provide for the assessment of property by the county assessor.

The Hennepin County Assessor currently performs assessing duties for commercial, industrial and apartment properties in the City of Wayzata. The City has requested to expand the current assessment services contract  (#A210434) to include the assessment of all properties in the city. The Cities of Orono and Deephaven have requested to continue contracting with Hennepin County to perform assessing services.

Through contracting, Hennepin County can recover the cost of the assessment work and provide the Cities with cost effective and professional services to meet their statutory requirements.
The number of Cities contracting with Hennepin County for Assessment Services has increased from 25  in 2011 to 34 in 2022. This request increases the count of contracts for total assessment services from 30 to 31, with 3 contracts remaining to perform commercial, industrial and apartment assessing services. These contracts provide that the costs are subject to adjustment if the County determines that any costs to the County in carrying out any aspect of the agreement have increased, or the County reasonably determines that other costs should be included in the costs of the assessment work.


The County Assessor is requesting that funds from the new Wayzata agreement be used to fund a full time appraiser position, beginning with the 2022 operating budget to accommodate the additional residential assessing workload.
