Joint Powers Agmts PR00004600, PR00004689 and PR00004603, and supplemental court amendments A2211370 and A2211369 with the MN Dept of Public Safety, Bureau of Criminal Apprehension to provide access to the Minnesota Criminal Justice Data Communications Network for a period of five years with NTEs of $699,000, $5,400 and $58,200, respectively
Resolution:

BE IT RESOLVED, that Joint Powers Agreement PR00004600 for the Hennepin County Sheriff's Office in the not to exceed amount of $699,000 along with a supplemental court amendment A2211370; Joint Powers Agreement PR00004689 for the Hennepin County Attorney's Office in the not to exceed amount of $5,400 along with a supplemental court amendment A2211369; and Joint Powers Agreement PR00004603 for the Hennepin County Department of Community Corrections and Rehabilitation in the not to exceed amount of $58,200; all with the Minnesota Department of Public Safety, Bureau of Criminal Apprehension to provide access to the Minnesota Criminal Justice Data Communications Network for a period of five years from date of adoption by the Hennepin County Board be approved, that the accompanying court amendment document be approved; and that the Chair of the Board be authorized to sign the Agreements and court amendments on behalf of the County; and that the Controller be authorized to disburse funds as directed.

Background:

The Hennepin County Sheriff’s Office (HCSO), the Hennepin County Attorney's Office (HCAO), and the Department of Community Corrections and Rehabilitation (DOCCR) have the need to access data using the Minnesota Criminal Justice Data Communications Network (CJDN) for purposes outlined in Minn. Stat. §299C.46.

 

Joint Powers Agreement PR00004600 along with the supplemental court amendment A2211370 as required by Minn Stat. §373.02, with the State of Minnesota sets forth the terms and conditions under which HCSO may access CJDN and those systems and tools which the HCSO is authorized by law to use. The effective date of this agreement shall be the date of approval by the Hennepin County Board and continue for a period of five years. The HCSO will pay for access to CJDN as described in Minn. Stat. §299C.46. The HCSO will be billed annually at a rate of $139,800 or total five-year cost of $699,000.

 

Joint Powers Agreement PR00004689 along with the supplemental court amendment A2211369 as required by Minn Stat. §373.02 with the State of Minnesota sets forth the terms and conditions under which HCAO may access CJDN and those systems and tools which the HCAO is authorized by law to use. The effective date of this agreement shall be the date of approval by the Hennepin County Board and continue for a period of five years. The HCAO will pay for access to CJDN as described in Minn. Stat. §299C.46. The HCAO will be billed annually at a rate of $1,080 or a total five-year cost of $5,400.

 

Joint Powers Agreement PR00004603 with the State of Minnesota sets forth the terms and conditions under which DOCCR may access CJDN and those systems and tools which DOCCR is authorized by law to use. The effective date of this agreement shall be the date of approval by the Hennepin County Board and continue for a period of five years. The DOCCR will pay for access to CJDN as described in Minn. Stat. §299C.46. DOCCR will be billed annually at a rate of $11,640 or a total five-year cost of $58,200. This agreement does not require the supplemental court amendment document because DOCCR does not access eCharging data.
