Resolution:

BE IT RESOLVED, that Amendment 4 to Agreement A142208 with the Minnesota Department of Human Services for the purchase of services for persons living with HIV/AIDS, increases the receivable amount by $2,463,020 during the period April 1, 2017 through March 31, 2018, be approved; that the Chair of the Board be authorized to sign the Amendment on behalf of Hennepin County; and that the Controller be authorized to accept the funds and disperse as directed; and

BE IT FURTHER RESOLVED, that the Hennepin County Public Health Department be authorized to increase their staff complement by 1.0 Grant Full Time Equivalent (FTE), a supplemental appropriation of $74,400 to the 2017 Human Services and Public Health Department budget; and

BE IT FURTHER RESOLVED, that sponsorship and acceptance of grant funding for the program by the Hennepin County Board of Commissioners does not imply a continued commitment by Hennepin County for this program when grant funds are no longer available.

Background:

The Minnesota Department of Human Services (DHS) is designated as Minnesota’s grantee for federal Ryan White HIV/AIDS Treatment Extension Act Part B funds to support health and social services for persons living with HIV/AIDS throughout Minnesota. Through Amendment #4 to Agreement A142208, the Hennepin County Human Services and Public Health Department (HSPHD) will receive an additional $2,463,020 in Federal Ryan White Part B and rebate funds from DHS for the purchase of health and human services on behalf of persons living with HIV/AIDS statewide. The new total receivable amount is $7,281,829 and extends the current agreement through March 31, 2018. An increase in annual funding that began April 1, 2016 is continued to expand capacity to provide core medical and support services to address disparities in HIV health-related outcomes experienced by communities most disproportionately impacted by HIV including African Americans, African-born Blacks and young gay and bisexual men.

The arrangement with DHS was created to ensure coordinated delivery, planning, and evaluation of Part B funded HIV health care and social services statewide. Hennepin County has received these funds from the state since 2000. As part of this contractual arrangement, Hennepin County will subcontract with twelve clinic and community based organizations across the state of Minnesota for HIV/AIDS related services in accordance with the service priorities and allocations determined by the Minnesota Council for HIV/AIDS Care and Prevention, a community planning body jointly appointed by the county board and the State Commissioners of Health and Human Services. The agreement also covers administrative costs incurred by HSPHD to manage the Part B and rebate funded contracts. DHS requires that Hennepin County submit quarterly narrative program reports that include the number of unduplicated clients served, the number of service units provided (where applicable), case studies, and a report on unmet client needs. Providers are also required to submit semi-annual client level reports on utilization of services to the Minnesota Department of Health.

 

The additional funding for expanded programming covers the administrative costs for the Public Health Department to hire a 1.0 FTE Sr. Planning Analyst for the Ryan White Program unit to implement Hennepin County’s HIV Strategy “Positively Hennepin” by:

 

  • Taking the actions using the tactics contained in the strategy to achieve the three strategy goals

  • Developing action plans with county service areas to integrate HIV prevention and care services throughout the county’s service system

  • Developing partnerships to engage communities disproportionately impacted by HIV to conduct culturally responsive community level campaigns to increase HIV testing and access to care and prevention services

  • Tracking and analyzing data to assess and report on progress towards reaching goal milestones
