Background:
History: Pedestrian ramps on the following roads have been identified for reconstruction to meet current guidelines for the Americans with Disabilities Act (ADA).

CSAH 40 (Glenwood Avenue) between Theodore Worth Parkway and Queen Avenue North in the City of Minneapolis

CSAH 81/CSAH 66 (West Broadway Avenue) between Aldrich Avenue North and West River Road in the City of Minneapolis

CSAH 101 (Wayzata Boulevard East/Central Avenue North) at the intersection with Wayzata Boulevard West/Central Avenue South in the City of Wayzata

CSAH 152 (Webber Parkway) at the intersection with Emerson Avenue North in the City of Minneapolis
In addition, traffic control signal systems at the following intersections have been identified for revisions to meet current ADA guidelines and Accessible Pedestrian Signal (APS) guidelines. APS are devices that communicate information about the WALK and DON'T WALK intervals at signalized intersections in non-visual formats to pedestrians who are blind or who have low vision.

On June 27, 2017 bids were received for ADA pedestrian ramp reconstruction and APS from four contractors. The bids ranged from $437,933 to $471,622 (engineer’s estimate - $420,138) with the lowest responsive bid submitted by Concrete Idea, Inc.
The project is scheduled to begin summer 2017 and provides for the reconstruction of 42 pedestrian ramps along with revisions to four traffic control signal systems.
Current Request: This request is to award a contract for ADA pedestrian ramp reconstruction and APS installation under CP 2168400, in the amount of $437,933 to Concrete Idea, Inc. as the lowest responsible bidder.
To accommodate the estimated construction costs and provide a contingency it is recommended that CP 2168400 be established as a project in the 2017 Capital Budget with a project budget of $473,000 financed by the transfer of $473,000 (State Aid) from the Capital Budget line item Pedestrian Ramps (2999965) to CP 2168400.

Impact/Outcomes: Approval of these actions will provide improved accessibility and will conform the aforesaid pedestrian ramps on CSAH 40 (Glenwood Avenue), CSAH 66 (West Broadway Avenue), CSAH 81 (West Broadway Avenue), CSAH 101 (Wayzata Boulevard/Central Avenue) and CSAH 152 (Webber Parkway) in the cities of Minneapolis and Wayzata to the current guidelines for the ADA. In addition, the traffic control signal systems at the previously identified intersections will be revised to APS guidelines.
