Background:
History: FedEx Corporation (FedEx) has recently constructed a new distribution center along Brockton Lane (CSAH 13) north of Bottineau Boulevard (CSAH 81) in the City of Rogers. This facility handles package delivery and is a transportation hub for FedEx. It is anticipated that 800 people will occupy the facility when FedEx is fully staffed.
With the increases in traffic due to the FedEx facility, infrastructure improvements are needed to mitigate congestion. The City of Rogers has taken the lead to develop a project to design and construct improvements to Brockton Lane North and Bottineau Boulevard including the intersection of Brockton Lane North/CSAH 101 at Bottineau Boulevard immediately south the FedEx distribution center. In addition, the project improvements and forthcoming various street improvements will lead to the closure of Linden Drive at CSAH 101 and several private drive accesses to Brockton Lane/CSAH 101 resulting in improved safety and traffic flow.
In 2014, anticipating construction of the FedEx distribution center, the City of Rogers approached county staff with a project to improve the intersection of Brockton Lane North/CSAH 101 at Bottineau Boulevard. The city proposed to design and construct the improvements to the intersection with the county acquiring the necessary right of way. Resolution 14-0333, adopted August 26, 2014, authorized negotiation of Agreement PW 24-43-14 with the city and identified CP 2144300 as a project in the 2014 Capital Improvement Program (CIP) with a project budget of $800,000 (County State Aid). Subsequently, substantial changes in the project scope and each party’s project responsibilities makes it prudent to request further review of the proposed agreement for the project.
Finally, the county has requested that the city perform a bituminous mill and overlay of adjacent roadway segments of CSAH 101 and Bottineau Boulevard in conjunction with construction of the project with the county reimbursing the city for the costs incurred by the city. These roadway segments would otherwise have been included in the Transportation Operations Department 2017 mill and overlay program.
Current Request: This request is for approval of Agreement PW 24-43-14 with the City of Rogers for improvements to Brockton Lane North and Bottineau Boulevard including the intersection of Brockton Lane North/CSAH 101 at Bottineau Boulevard under CP 2144300. The agreement stipulates that the city will be responsible for the design and construction of the project, and will be responsible for acquiring all needed right of way for the project. The county will reimburse the city $800,000 as its share of the right of way and construction costs for the project (estimated at $2,500,000). Funding for the county’s project cost share is available in the existing project budget for CP 2144300. In addition, the agreement stipulates that the county will supply the traffic control signal equipment to be installed in the traffic control signal system at the intersection of Brockton Lane North/CSAH 101 at Bottineau Boulevard, with the city reimbursing the county the full cost of the equipment (estimated at $55,000) to be received as revenue in the Transportation Operations Department operating budget.
The agreement also stipulates that the city, in conjunction with the project, will perform a full width bituminous mill and overlay on CSAH 101 from the north end of the Brockton Lane Bridge over Interstate 94 to north of Territorial Road, and on Bottineau Boulevard from the east end of the Bottineau Boulevard Bridge over Interstate 94 to 800 feet east. The county will reimburse the city the full cost to perform the bituminous mill and overlay (estimated at $112,000) with funds available from the Transportation Operations Department operating budget.
Cost participation for the project is not in accordance with the County’s Cost Participation Policy (Resolution 12-0058, adopted February 7, 2012) because of the city’s acceptance of responsibility to construct the infrastructure improvements needed to accommodate the FedEx distribution center.
Impact/Outcomes: Approval of Agreement PW 24-43-14 with the City of Rogers will result in an improved roadway network that accommodates the recently built FedEx distribution center, mitigates congestion and increases safety.
