BE IT RESOLVED, that the 2017 Hennepin County Prioritized Bridge Improvement List approved by Resolution 16-0338R1 be amended to include the Fremont Avenue Bridge (CP 1005783) replacement project, bridge number L8901, built in 1913, currently closed to vehicular traffic, with a Sufficiency Rating of 27.4, with an estimated construction cost of $3,300,000, proposed for 2019 construction; that Hennepin County hereby requests financial assistance from the Minnesota Department of Transportation with eligible approach grading and engineering costs for the bridge as provided by law; and
BE IT FURTHER RESOLVED, that the County Administrator be authorized to negotiate Agreement A165855 with the Minnesota Department of Transportation for cost participation in the replacement of the Fremont Avenue Bridge (CP 1005783) over the Midtown Corridor in south Minneapolis during the period September 15, 2017 through December 31, 2020 with an estimated receivable amount of $2,400,000; that following review and approval by the County Attorney's Office, the Chair of the Board be authorized to sign the agreement on behalf of the county; and that the Controller be authorized to accept and disburse funds as directed; and
BE IT FURTHER RESOLVED, that the County Administrator be authorized to negotiate Cooperative Funding Agreement A177733 with the Hennepin County Regional Railroad Authority for cost participation in the replacement of the Fremont Avenue Bridge (CP 1005783) over the Midtown Corridor in south Minneapolis during the period September 15, 2017 through December 31, 2020 with an estimated receivable amount of $2,200,000; that following review and approval by the County Attorney's Office, the Chair of the Board be authorized to sign the agreement on behalf of the county; and that the Controller be authorized to accept and disburse funds as directed; and
BE IT FURTHER RESOLVED, that the County Administrator be authorized to acquire necessary right of way and/or easements by direct purchase, gift, or condemnation for the Fremont Avenue Bridge (CP 1005783) replacement project over the Midtown Corridor in south Minneapolis; that the County Administrator be authorized to sign purchase agreements, deeds, and all other conveyance documents necessary to complete the required acquisitions on behalf of the county; and the Controller be authorized to disburse funds as directed; and
BE IT FURTHER RESOLVED, that Fremont Avenue Bridge (CP 1005783) replacement project be identified as a project in the 2017 Capital Budget with a project budget of $4,600,000; that a supplemental appropriation of $4,600,000 be added to the Fremont Avenue Bridge (CP 1005783) replacement project be approved; and that the Controller be authorized to disburse funds as directed. |

History: The Fremont Avenue Bridge over the Midtown Corridor in south Minneapolis was built in 1912-1913. Studies indicate that this bridge is in an advanced state of deterioration with a sufficiency rating of 27.4 (according to Federal Highway Administration guidelines, a bridge is eligible for replacement funding if the sufficiency rating is less than 50) and is likely not a candidate for rehabilitation. Given its structural condition, the bridge has been closed to vehicular traffic by the City of Minneapolis.
The current total cost estimate for the Fremont Avenue Bridge (CP 1005783) replacement project is $4.6 million ($3,300,000 in construction costs). Agreement A165855 with the Minnesota Department of Transportation (MnDOT) will provide eighty percent of the eligible items of the construction contract up to $2.4 million in federal Bridge Replacement Off System (BROS) funding toward this project. The remaining non-federal portion of the project will be split equally between Hennepin County Regional Railroad Authority (HCRRA) and the City of Minneapolis (estimated combined receivable of $2.2 million). In order to qualify for potential state bridge bond funds, the Fremont Avenue Bridge (CP 1005783) replacement project must be listed on Hennepin County’s 2017 Prioritized Bridge Improvement List. If additional state bridge bonds funds are allocated to this project, this would decrease the funding provided by HCRRA and the City of Minneapolis.
MnDOT and Hennepin County have an existing agreement (PW 51-40-11) pertaining to the assignment of contract administration responsibilities under the Federal Delegation of Authority Program. As a result, Hennepin County, under agreement with the HCRRA, will assume lead agency responsibilities. The county will submit periodic invoices to the HCRRA as the project progresses. HCRRA will then invoice the City of Minneapolis for its portion of the payment. Upon receipt from the city, HCRRA will fully pay each invoice from the county.
This project requires the acquisition of right of way in the form of permanent and/or temporary easements to accommodate the demolition of the existing structure and reconstruction of the needed improvements.
Current Request: This request is for authorization to negotiate Agreements A165855 with the Minnesota Department of Transportation with an estimated receivable amount of $2,400,000 and A177733 with the Hennepin County Regional Railroad Authority with an estimated receivable of $2,200,000 for cost participation in the replacement of the Fremont Avenue Bridge over the Midtown Corridor, authorization to establish CP 1005783 in the 2017 Capital Budget, authorize a supplemental appropriation of $4,600,000 to CP 1005783, and add the Fremont Avenue Bridge replacement project to Hennepin County's 2017 Prioritized Bridge Improvement List.
Impact/Outcomes: Replacing the Fremont Avenue Bridge will ensure public safety and provide accommodations for both the trail and future transit within the Midtown Corridor. After the new bridge has been constructed, the Hennepin County Regional Railroad Authority will transfer ownership of the bridge to the City of Minneapolis. | |
