Resolution:

BE IT RESOLVED, that Agreement A177741 with the United States Department of Homeland Security, to provide $347,600 in grant funds from the Countering Violent Extremism grant during the period of August 1, 2017 through July 31, 2019 be approved; that the Chair of the Board be authorized to sign the Agreement on behalf of the county; and that the Controller be authorized to accept and disburse funds as directed.

 

BE IT FURTHER RESOLVED, that sponsorship and acceptance of grant funding for this program by the Hennepin County Board of Commissioners does not imply a continued commitment by Hennepin County for this program when grants funds are no longer available

Background:

The Department of Homeland Security (DHS) Office for Community Partnerships offered competitive grant funding to local law enforcement agencies and non-profit organizations to create programs that prevent recruitment and radicalization efforts by extremist groups.

The FY 2017 Countering Violent Extremism Grant was awarded to the Hennepin County Sheriff’s Office in June 2017, and will fund two prevention initiatives. The $347,600 grant award will be used during the two year performance period ending July 31, 2019 and does not require a county match.

Outreach efforts will include hosting community workshops to educate the public about recruitment threats. Additionally, the Sheriff's Office will utilize grant funding to expand and enhance the outreach capacity of the HCSO – Community Engagement Team and help to build trust between law enforcement and New Americans.
