BE IT RESOLVED, that Agreement A177805, with The Network for Better Futures, to provide re-entry services for men returning to the community from the corrections system, during the period October 1, 2017 through July 30, 2018, in an amount not to exceed $40,000 be approved; that the Chair of the Board be authorized to sign the agreement on behalf of the county; and that the Controller be authorized to disburse funds as directed.

The Network for Better Futures is an organization that provides re-entry services for men returning to the community from the corrections system. The reintegrating target population includes males that are high risk (primarily African American), economically disadvantaged and homeless adults.

The agreement with The Network for Better Futures will provide re-entry services such as employment services, housing, health services and life skills for 80 men. In addition, The Network for Better Futures will provide specific skills training and employ the clients in at least one (1) of the five (1) business lines:

• Environmental Services/Janitorial
• Appliance/Refrigerant Removal
• Sales/Forklift Training
• Property maintenance/Small Engine Repair
• Deconstruction/Hand Tools

The partnership between The Network for Better Futures and the Hennepin-Carver Workforce Development Area will support the community and workforce needs.

Funding for this contract comes from a Federal National Emergency Grant (NEG). The grant is authorized under the Workforce Investment Act (WIA) Title 1, Section 132(a)(2)(A), Section 173; Federal Register Notice 23052, April 27, 2004; and the Workforce Investment and Opportunity Act (WIOA), Section 170, Public Law (Pub.L) 113-128, July 22, 2014. Hennepin-Carver Workforce Development has aligned with the Minnesota Department of Employment and Economic Development for service provision and/or administrative services.
