WHEREAS, the City of Minnetonka by letter dated August 2017 requested to be added to the county's public safety dispatch system beginning December 15, 2017; and
WHEREAS, Resolution 04-390 (August 2004), opened up dispatching services to ten cities, including Minnetonka, that were being serviced by independent public safety answering points (“PSAPs”) and stated that “if any of the ten cities chose not to participate, that city will not have the opportunity to be served at no cost for at least eight years;” and
WHEREAS, the eight years have passed and Hennepin County currently has the capacity to handle the volume of Minnetonka's calls; and
WHEREAS, this Board previously has supported consolidation of government services where appropriate to gain cost efficiencies and to reduce overall public expenditures; and
WHEREAS, Hennepin County accepted the City of Hopkins in 2012, and the City of Golden Valley in 2014 into the Hennepin County PSAP with comparable terms to those being offered to Minnetonka;
