Item Description:
Authorization to provide Hennepin County public safety dispatch services to the City of Minnetonka subject to certain terms and conditions

WHEREAS, the City of Minnetonka by letter dated August 2017 requested to be added to the county's public safety dispatch system beginning December 15, 2017; and

WHEREAS, Resolution 04-390 (August 2004), opened up dispatching services to ten cities, including Minnetonka, that were being serviced by independent public safety answering points (“PSAPs”) and stated that “if any of the ten cities chose not to participate, that city will not have the opportunity to be served at no cost for at least eight years;” and

WHEREAS, the eight years have passed and Hennepin County currently has the capacity to handle the volume of Minnetonka's calls; and

WHEREAS, this Board previously has supported consolidation of government services where appropriate to gain cost efficiencies and to reduce overall public expenditures; and

WHEREAS, Hennepin County accepted the City of Hopkins in 2012, and the City of Golden Valley in 2014 into the Hennepin County PSAP with comparable terms to those being offered to Minnetonka;

Resolution:

BE IT RESOLVED, that the City of Minnetonka is authorized to join the Hennepin County public safety dispatch system by December 15, 2017, subject to the following:

 

- City of Minnetonka payment of a one-time set-up fee of $58,150 to Hennepin County; and
- City of Minnetonka transfer of its annual 911 state reimbursement (estimated $67,000 annually) to Hennepin County; therefore

BE IT FURTHER RESOLVED, that this action does not obligate the County Board to any specific course of action relating to future requests from other cities to join the Hennepin County public safety dispatch system nor does it constrain the County Board in any respect with regard to future policies and fees.

Recommendation from County Administrator: Recommend Approval
