Resolution:

BE IT RESOLVED, that the following actions be approved for the Hosmer Library Refurbishment Project (CP 1004470)

Approval of schematic design for the Hosmer Library Refurbishment project;
Authorization to proceed with project design development and construction documents;
Authorization to advertise and receive proposals;
Authorization to proceed with a single contract to include general, mechanical and electrical construction;
Authorization to use contracted service vendors and commodity contracts as necessary for portions of the work, furnishings and equipment; and

BE IT FURTHER RESOLVED, that the County Administrator be authorized to award contracts to the contractors offering the best value if the proposals are within the approved project budget; that the Chair of the Board be authorized to sign the contacts on behalf of the county after the performance and payment bonds have been properly executed; and that the controller be authorized to disburse funds as directed; and

BE IT FURTHER RESOLVED, that Contract A177682 with Leo A Daly Company for architectural and engineering services for the design development through construction administration phases of the Hosmer Library Refurbishment project (CP 1004470) for the period November 1, 2017 through December 30, 2019, in an amount not to exceed $353,667 be approved; that the Chair of the Board be authorized to sign the contract on behalf of the county; and that the controller be authorized to disburse funds as directed.


Background: History: The Hosmer Library, located at 347 E. 36h Street in Minneapolis, is a 16,122 gross square foot facility situated on a .37 acre site with surface parking for 12 vehicles. The facility was built in 1916 and has received historic designation from the City of Minneapolis Heritage Preservation Commission and is listed on the National Register of Historic Places. The Hosmer Library Refurbishment project (CP 1004470) will refurbish approximately 10,000 usable square feet of interior library space to better support patron access to library services and staff; increase staff efficiencies; replace worn finishes, furnishings and shelving; provide technology improvements; and improve sight lines. A community engagement process was conducted during the Schematic Design phase, including and a library patron survey and community meeting, providing opportunities to receive public input on project goals and objectives. Facility Services has implemented a new business model to better coordinate library facility refurbishments and asset preservation work. A facility condition assessment was completed in early 2017 identifying infrastructure and building system improvements needed to preserve building integrity and longevity. Asset preservation improvements are included in the project scope. The Schematic Design estimated project cost for the Hosmer Library Refurbishment project is $4,380,000 and has been included in the 2017 Capital Budget, with final funding requested in the prospective 2018-2022 Capital Improvement Program. The refurbishment project construction cost averages $163/SF and the project cost averages $272/SF. Current Request: The Schematic Design report’s Executive Summary has been distributed to the County Board, and a copy is on file with the clerk to the county board. Approval is requested to authorize the county administrator to award a contract to the contractor offering the best value if the proposals are within the proposed budgets.In addition, approval is requested for Contract A177682 with Leo A Daly Company for architectural and engineering services for the design development through construction administration phases for the Library Refurbishment project, for the period November 1, 2017 through December 30, 2019, in an amount not to exceed $353,667. Leo A Daly Company was selected by the County’s Designer Selection Committee in the fall of 2016. Impact/Outcomes: The Library Refurbishment project will improve customer access to library services and staff; increase staff efficiencies; replace worn finishes, furnishings and shelving; provide technology improvements; and improve sight lines. The refurbishment project supports Hennepin County Library’s Strategic Plan which includes the following goals for building projects: Flexible spaces to respond to changing communities and demographics Configure spaces to reflect new and broader purposes Create library environment that are welcoming, safe and secure The design, procurement and implementation of necessary asset preservation improvements will be done concurrently with the refurbishment, allowing for economies of scale and a more efficient and less disruptive impact on building operations and public service functions.The library will be closed during construction (Spring-Fall 2018).
