Background:
Hennepin County's participation in the State Community Corrections Act (CCA) requires the development of a biennial comprehensive plan. A draft plan was presented to the board during the October 3, 2017 Public Safety committee meeting. At the October 10, 2017 board meeting the plan was returned to staff for further work.
The 2018-2019 Hennepin County Community Corrections Act Comprehensive Plan has been prepared by the Department of Community Corrections and Rehabilitation. The comprehensive plan describes the programs and services provided by the department. Further, it outlines strategic direction, outcome and performance measures, and key initiatives of the department.
The 2017 legislative session approved a statewide increase in the CCA funding of approximately $2.7 million, or 4.5%. As a result of the increased funding, as well as Minnesota Department of Corrections (MN DOC) bi-annual updates to the CCA formula, DOCCR is programmed to receive an additional $185,574 in CCA funding for the final six months of calendar year 2017. The annualized increase for calendar year 2018 is $371,149, which is a 2.2% increase. The total MN DOC approved calendar year 2018 CCA Subsidy for Hennepin County is $16,882,571.
The 2018-2019 Hennepin County Community Corrections Act Comprehensive Plan, which will incorporate the adopted 2018 DOCCR budget, is due to the MN DOC in December 2017. The State will notify Hennepin County of final approval in January. The Comprehensive Plan will be on file with the Clerk of the County Board.
