Background:
History: The Oxboro Library, built in 1973, is located at 8801 Portland Avenue S. in Bloomington and is a 13,768 gross square foot facility situated on a 2.67 acre site with surface parking for 78 vehicles.
The Oxboro Library Refurbishment project (CP 1004465) will modernize and renovate the library facility, improving patron access to library services and staff and providing an inviting, open and flexible space to support current and future programs and services. The remodeling will also include implementation of critical infrastructure improvements to ensure long term integrity of the building.
A community engagement process was conducted during the Schematic Design phase providing opportunities to receive public input and participation on project goals and objectives.
Facility Services has implemented a new business model to better coordinate library facility refurbishments and asset preservation work. A facility condition assessment was completed in early 2017 identifying infrastructure and building system improvements needed to preserve and maintain the facility. Asset preservation and infrastructure improvements are included in the project scope.
The Schematic Design estimated project cost for the Oxboro Library Refurbishment project is $6,722,000. This project was included in the 2017 Capital Budget, with final funding requested in the prospective 2018-2022 Capital Improvement Program. The Refurbishment project’s construction cost averages $279/SF and the project cost averages $462/SF.
Current Request: Approval of the Schematic Design is requested. The Schematic Design report’s Executive Summary has been distributed to the County Board, and a copy is on file with the Clerk to the County Board. Approval is requested to authorize the County Administrator to award a contract to the contractor offering the best value if the proposals are within the proposed budgets. In addition, approval is requested for Contract A177978 with Lawal Scott Erickson Architects, Inc. for architectural and engineering services for the design development through construction administration phases for the Library Refurbishment project, for the period of December 1, 2017 through June 30, 2020, in an amount not to exceed $575,639. Lawal Scott Erickson Architects, Inc. was selected by the County’s Designer Selection Committee in the Fall of 2016.
Impact/Outcomes: The Library Refurbishment project will improve customer access to library services and staff; increase staff efficiencies; replace worn finishes, furnishings and shelving; provide technology improvements; and improve sight lines. The refurbishment project supports Hennepin County Library’s Strategic Plan which includes the following goals for building projects:
- Flexible spaces to respond to changing communities and demographics
- Configure spaces to reflect new and broader purposes
- Create library environment that are welcoming, safe and secure
The design, procurement and implementation of necessary asset preservation improvements will be done concurrently with the Refurbishment, allowing for economies of scale and a more efficient and less disruptive impact on building operations and public service functions.
The library will be closed during construction (Summer 2018 - Winter 2019).
