WHEREAS, the Hennepin County Government Center and its North Plaza are longstanding fixtures of the downtown environment; and
WHEREAS, the North Plaza is a highly visible, high traffic location for commuters, downtown residents, downtown employees, and visitors; and
WHEREAS, in the past two years the North Plaza has undergone a transformation to become a more vibrant and welcoming destination for individuals in the downtown area; and
WHEREAS, the North Plaza transformation included an outdoor grill food vendor, café tables and seating, enhanced landscaping and most recently a complete renovation of the pool in the center of the Plaza, incorporating the installation of water jets with a programmable fountain feature ; and
WHEREAS, the programmable fountain feature includes the ability to provide colored lighting around the fountain jets;
