Schematic Design approval for the NorthPoint Main Campus Development phase of the North Minneapolis Community Wellness Center Project (CP 0031735), Agmt A178481 with Collaborative Design Group Architects, Inc. for architectural and engineering services (1/24/18-12/30/21), NTE $2,287,000; procurement of construction services using multiple statutorily authorized procurement methods; transfer money to Hennepin County Housing and Redevelopment Authority for construction of Estes Funeral Chapel Relocation phase of the HRA: North Minneapolis Community Wellness Center project (CP 1004688)
Resolution:

BE IT RESOLVED, that the following actions be approved for the NorthPoint Main Campus Development phase of the North Minneapolis Community Wellness Center Project (CP 0031735):

  • Approval of schematic design for the NorthPoint Main Campus Development phase;
  • Authorization to advertise and solicit proposals;
  • Authorization to procure construction services using multiple statutorily authorized procurement methods, including Best Value; 
  • Authorization to use contracted service vendors and commodity contracts as necessary for portions of the work, furnishings and equipment; and 

 

BE IT FURTHER RESOLVED, that Agreement A178481 with Collaborative Design Group Architects, Inc. for architectural and engineering services for the design development through construction administration phases of the NorthPoint Main Campus Development phase of the North Minneapolis Community Wellness Center Project (CP 0031735) for the period of January 24, 2018 through December 30, 2021 in an amount not to exceed $2,287,000 be approved; that the Chair of the Board be authorized to sign the agreement on behalf of the county; and that the Controller be authorized to disburse funds as directed; and

 

BE IT FURTHER RESOLVED, that the County Administrator be authorized to award contracts to the responsible low bidders, and/or highest scored Best Value proposers if the bids and/or proposals are within the approved project budget; that the Chair of the Board be authorized to sign the contacts on behalf of the county after the performance and payment bonds have been properly executed; and that the Controller be authorized to disburse funds as directed; and

 

BE IT FURTHER RESOLVED, that Hennepin County transfer to the Hennepin County Housing and Redevelopment Authority the amount of $1,025,000 from North Minneapolis Community Wellness Center project (CP 0031735) for increased costs related to environmental clean up and construction costs on the Estes Funeral Chapel Relocation phase of HRA: North Minneapolis Community Wellness Center project (CP 1004688); and that the Controller be authorized to transfer and disburse funds as directed.

Background:

History:

The NorthPoint Health & Wellness Center, located at 1313 Penn Avenue N. in Minneapolis, is a 67,000 gross square foot, 2 story, federally qualified health center and Hennepin County's department of primary care. The health center operates as a partnership between a community board and the County and is recognized as an innovative model of integrated health and human services. The NorthPoint Main Campus Development phase of the North Minneapolis Community Wellness Center Project (CP 0031735) will expand the current clinic to the north and to the south, and offers the opportunity for all of NorthPoint’s services to be fully physically integrated, in line with its integrated services model.

 

The current facility was built in 1993. This project will expand the NorthPoint Health & Wellness Center (NPH&WC) facility by 85,000 GSF to 152,000 GSF. This development proposes deconstruction of the existing NorthPoint Inc. building, expansion of the existing NPH&WC building, and the demolition of the existing Estes Funeral Chapel once the new Estes Funeral Chapel’s construction on the SW quadrant has been completed in 2nd Quarter of 2018.

 

A community engagement process began during the Pre-Design phase, continued during the Schematic Design phase and will continue throughout project implementation, updating the community on project scope and schedule.

 

Facility Services has implemented a new business model to better coordinate asset preservation work. Previously approved asset preservation and infrastructure improvement projects will be implemented in concert with this project’s scope, to minimize overall disruption on the NorthPoint campus and to capitalize on the efficiencies of coordinating all of the construction work to be completed within one period of time.

 

The Schematic Design estimated project cost for the NorthPoint Main Campus Development is $39,000,000; which is one component of the total North Minneapolis Community Wellness Center project (CP 0031735) budget of $67,600,000; the other project components include the Estes Funeral Chapel Relocation and the county’s ownership of parking and office space within the Thor Development. The NorthPoint Main Campus Development project was included in the 2017 Capital Budget, as a portion of North Minneapolis Community Wellness Center project (CP 0031735) with final funding requested in the 2018-2022 Capital Improvement Program.

 

Increased costs of $1,025,000 incurred because of environmental clean up and construction costs on the Estes Funeral Chapel Relocation phase of HRA: North Minneapolis Community Wellness Center project (CP 1004688) will be covered through the North Minneapolis Community Wellness Center project (CP 0031735) budget, reducing the size and budget of the expansion of the main campus expansion, so that no additional funds are requested.  

 

Current Request:

Approval of the Schematic Design is requested. The Schematic Design report’s Executive Summary has been distributed to the County Board, and a copy is on file with the Clerk to the County Board. Approval is requested to authorize the County Administrator to award contracts to the contractors offering proposals within the proposed budgets. In addition, approval is requested for Agreement A178481 with Collaborative Design Group Architects, Inc. for architectural and engineering services for the design development through construction administration phases for NorthPoint Main Campus Development phase of the North Minneapolis Community Wellness Center Project (CP 0031735) for the period of January 24, 2018 through December 30, 2021 in an amount not to exceed $2,287,000. Collaborative Design Group Architects, Inc. was selected by the County’s Designer Selection Committee in May of 2006.

 

Approval is requested for Hennepin County to transfer to the Hennepin County Housing and Redevelopment Authority the amount of $1,025,000 from North Minneapolis Community Wellness Center project (CP 0031735) to cover additional environmental clean up and construction costs incurred by the Estes Funeral Chapel Relocation phase of the HRA: North Minneapolis Community Wellness Center project (CP 1004688).

 

A companion Board Action Request will be considered by the Hennepin County Housing and Redevelopment Authority to accept the transfer and increase the HRA: North Minneapolis Community Wellness Center (CP 1004688) by $1,025,000 from $18,650,000 to $19,675,000.

 

Impact/Outcomes:

The proposed expansion completes the evolution of NorthPoint Health & Wellness Center into a “one-stop main campus hub” for a broad range of clinical and social services. Service integration demonstrably reduces costs and increases the quality of care and patient satisfaction.

 

The inclusion of HSPHD and other county services on-site increases the accessibility of County support programs for clients and facilitates the most effective solutions for patients and families to improve health and social outcomes. Increased access to primary care for the uninsured and county residents reduces costs by decreasing the use of emergency and crisis care as well as late stage disease treatment.

 

The expansion will also attract additional private funds and leverage additional federal grant FQHC funding to NorthPoint.

 

NorthPoint Health & Wellness Center will remain open for business throughout construction (Fall 2018 – Summer 2020).
