Contingency transfer of $323,500 for the County-Involved Young Adult Housing and Services initiative to 2018 HSPHD budget
Resolution:

BE IT RESOLVED, that the Human Services and Public Health Department's 2018 expenditure budget be increased by $323,500 and the 2018 contingency budget be decreased by $323,500 to begin funding the County-Involved Young Adult Housing and Services initiative, be approved, and

 

BE IT FURTHER RESOLVED, that the Hennepin County Board of Commissioners authorizes a designated contingency transfer of $323,500 to the 2018 Human Services and Public Health Department budget for funding of the County-Involved Young Adult Housing and Services initiative; and that the Controller be authorized to disburse funds as directed.

Background:

The County-Involved Young Adult Housing and Services Initiative (the Initiative) is a model developed by the Human Services and Public Health Department (HSPHD) to provide stable housing and services for young adults, aged 18–24, involved in or aging out of county systems and services. This model builds on the success of current housing programs to create more housing options with flexible services, utilizing a “housing first” approach for County-Involved Youth (prioritized populations of young adults). This initiative was developed as a response to recommendations from the county board briefing on youth and young adult housing in April 2016.

The board approved the 2018 budget which included a designated allocation of $323,500 for this work.

Current Request:

This requested action is to move the 2018 designated contingency funding from the contingency fund to the 2018 HSPHD expenditure budget. This funding will support the initial implementation of the work during 2018 which includes working with existing providers who are operating with this model and a competitive request for proposals (RFP) process to select additional young adult housing and services providers.
