Resolution:

BE IT RESOLVED, that Agreement A188671 with the Minnesota Department of Human Services, providing grant funds for navigator services for youth experiencing homelessness during the period February 1, 2018 through June 30, 2018 in the receivable amount of $73,000 be approved; that the Chair of the Board be authorized to sign the Agreement on behalf of the County; and that the Controller be authorized to accept and disburse funds as directed; and

 

BE IT FURTHER RESOLVED, that the Human Services and Public Health Department be authorized to increase their staff complement by 2.0 FTE grant positions and receive a supplemental appropriation of $73,000 to the 2018 Human Services and Public Health Department budget; and

 

BE IT FURTHER RESOLVED, that sponsorship and acceptance of grant funding for this program by the Hennepin County Board of Commissioners does not imply a continued funding commitment by Hennepin County for this program if grant funds become no longer available.

Background:

The Hennepin County Department of Health and Human Services provides services to homeless youth through the Front Door program of the Initial Contact and Assessment area. The Minnesota Department of Human Services is providing new funding to serve youth not currently served through the child protection program. This is a two-year pilot project funded through the Minnesota legislature. The department anticipates additional funds will be provided to continue the pilot project from 7/1/2018 through 6/30/3019. Through this funding, two permanent full-time grant-funded FTE’s will be hired to serve as navigators in setting up services to unaccompanied minors ages 15-17. Services will include provision of immediate shelter, attempts to locate parents and resolve issues, and assessments and referrals for services to stabilize youth. The overall impact of the program is to put youth on track for a more healthy and productive adulthood.

 

A supplemental appropriation of $73,000 is requested to the approved 2018 department budget.
