Resolution:

BE IT RESOLVED, that Agreement A188634 with the Annie E. Casey Foundation, accepting grant funding to conduct research on juvenile risk factors during the period December 1, 2017 through March 31, 2019 in the receivable amount of $50,000 be approved; that a supplemental appropriation of $50,000 be made to the approved 2018 Department of Community Corrections and Rehabilitation budget; that the Chair of the County Board and County Administrator be authorized to sign the award notification on behalf of the county; and that the Controller be authorized to accept and disburse funds as directed; and

BE IT FURTHER RESOLVED, that sponsorship and acceptance of grant funding for the program by the Hennepin County Board of Commissioners does not imply a continued funding commitment by Hennepin County for this program when grant funds are no longer available.

Background:

For over ten years, Hennepin County has been involved with the Juvenile Detention Alternatives Initiative (JDAI) in coordination with the State of Minnesota, through the Department of Public Safety, Office of Justice Programs (DPS-OJP), and the Annie E. Casey Foundation. Through those efforts, Hennepin County was one of the first three Minnesota metropolitan counties to develop alternatives to traditional juvenile detention.

The Annie E. Casey Foundation has funded the development of model programs and has been interested in expanding the JDAI concept. As part of that programmatic expansion, the Annie E. Casey Foundation is interested in demonstrating JDAI strategies to reduce the number of youth involved in the ‘Deep End’ of the juvenile justice system. DOCCR has participated in the Foundation’s Deep End program as a demonstration site since 2014. We are focused on reforming juvenile justice system practices and services to decrease the number of youth placed in residential treatment centers.

This Agreement establishes our continued partnership with the Annie E. Casey Foundation as a Deep End demonstration site. The Deep End grant is a formal Memorandum of Understanding (MOU) for our participation in the initiative that requires we staff it and provide data to the Foundation; and it gives us money for specific strategies associated with reforming our system according to the Deep End model. The grant will create a tool to better identify risk factors and more accurately predict the likelihood of recidivism while assessing factors for overall well-being. The results will allow DOCCR to more accurately focus programming resources on clients with the greatest recidivism risk.

Funding for this grant was not programmed in the 2018 DOCCR budget, requiring a supplemental appropriation.
