Neg Agmts 4817A8 and 4818A8 with Tri Construction Inc. for 4th Floor build-out at the southeast corner of Penn and Plymouth Avenues North in Minneapolis
Resolution:

BE IT RESOLVED, that the County Administrator be authorized to negotiate contracts 4817A8 and 4818A8 with Tri Construction Inc. for the 4th Floor build-out at the southeast corner of Penn and Plymouth Avenues North in Minneapolis, pursuant to the set-aside authority of MN Stat. 471.345, Subdivision 8; and

 

BE IT FURTHER RESOLVED, that the County Administrator be authorized to award the contracts to Tri Construction Inc., within the approved project budget; that following review by the County Attorney's Office, the Chair of the Board be authorized to sign on behalf of the county after the performance and payment bonds have been properly executed; and that the Controller be authorized to disburse funds as directed.

 

BE IT FURTHER RESOLVED, that $2,200,000 from CP 0031821, HSPHD Satellite Facilities, be made available for the Thor 4th Floor build-out of Health & Human Services space; and that the Controller be authorized to transfer and disburse funds as directed.

Background:

Hennepin County Board Resolution 18-0123 authorized the County Administrator to award a contract for the Penn and Plymouth 4th Floor build-out.

This request seeks authorization for the County Administrator to negotiate two competitively-priced contracts with Tri Construction for the project as well as approval to make available $2,200,000 from capital project #0031821 HSPHD Satellite Facilities to provide adequate funding to complete the 4th Floor build-out.

The county will require Tri Construction to solicit multiple subcontractor bids for each scope of work and to enter into an agreement with the Community Offender Management Division of the county’s Department of Community Corrections and Rehabilitation to employ no fewer than ten ex-offenders on the project, who will be sourced through its Community Productive Day Program.

Tri Construction, a North Minneapolis general contractor, is a signatory to the Minneapolis Building and Construction Trades Council’s collective bargaining agreement. It will sponsor these ex-offenders into the Carpenter’s union, who will receive pre-apprenticeship status during their work on the project.  The ex-offenders will be paid the prevailing wage for their work on the project and will also receive wraparound supports through HIRED, a community-based partner of the county.
