Agmt PW 27-40-18 with MnDOT to accept federal bridge funds for Elm Creek Road Bridge, CP 2040800 (est. recv: $627,200-Federal BROS funding)
Resolution:

BE IT RESOLVED, that Agreement PW 27-40-18 with the Minnesota Department of Transportation (State Agreement 1031401) pertaining to the receipt of federal Bridge Off System funding for the Elm Creek Road (County Road 202) Bridge be approved; and that the Chair of the Board be authorized to sign the Agreement on behalf of the county; and

 

BE IT FURTHER RESOLVED, that pursuant to Minnesota Statutes, section 161.36, the commissioner of the Minnesota Department of Transportation be authorized to act as the agent of Hennepin County to accept federal moneys on its behalf for transportation purposes.

 

BE IT FURTHER RESOLVED, that the budget for Capital Project (CP) 2040800 be adjusted to reflect the additional $627,200 received in federal funds, reducing the need for County Road Bonds by $627,200; and that the Controller be authorized to receive and disperse funds as directed; and

 

Background:

History: The bridge that carries Elm Creek Road (County Road 202) over Elm Creek located in the City of Dayton is at the end of its service life and needs to be replaced. This bridge is located on a non-County State Aid Highway, which means that it is not eligible for state aid funds. The current Capital Improvement Program includes Project (CP) 2040800 - Replace Bridge at Elm Creek, and lists $1,400,000 in available federal funding.

Recently, county staff learned that an additional $627,200 of federal funding is available for this project through the Minnesota Department of Transportation (MnDOT). The proposed Agreement PW 27-40-18 allows the Minnesota Department of Transportation (MnDOT) to act as the county’s agent in accepting an additional $627,200 in federal aid to replace the bridge. This will bring the total amount of federal funding available for this project to $2,027,200.

The bridge is located within the Elm Creek Park Reserve which is federally protected park land. The new structure was designed to better support all modes of transportation while minimizing impacts to the surrounding environment.

Current Request: This request is for approval of Agreement PW 27-40-18 with MnDOT to act as the county’s agent in accepting federal aid for CP 2040800 so that Hennepin County can receive federal funds for a project that is located on a non-County State Aid Highway.

This bridge is structurally deficient, functionally obsolete, susceptible to scouring from the creek, and weight restricted. The bridge will be replaced with a three-span timber structure on a steel foundation that is built to modern safety standards and protected from future flood and scour events. The new bridge will be built later this year to current specifications and safety standards. The table below shows that the impact of receiving additional federal funds will reduce the county’s need to issue general obligation bonds to pay for the bridge.

Impacts/Outcomes: Approval of Agreement PW 27-40-18 with MnDOT will allow the county to receive federal aid for the replacement of the Elm Creek Road (CR 202) Bridge. The new structure will better accommodate all transportation modes within the park preserve.
