Accept U.S. Dept of Justice 2017 Justice Assistance Grant (JAG) in recv amt of $572,322; Agmts A177747, A177748, A177749, A177750 and A177751 with five cities for funding and administration, grant and contracts terms 10/01/16-09/30/20
Resolution:

BE IT RESOLVED, that the following Agreements, using a portion of the $572,322 in Edward Byrne Memorial Justice Assistance Grant funds from the U.S. Department of Justice during the period of October 1, 2016 through September 30, 2020, be approved:

 

A177747 with the City of Bloomington in an amount not to exceed $16,183;

A177748 with the City of Brooklyn Center in an amount not to exceed $13,316;

A177749 with the City of Brooklyn Park in an amount not to exceed $32,027;

A177750 with the City of Minneapolis in an amount not to exceed $269,338;

A177751 with the City of Richfield in an amount not to exceed $9,657; and

 

BE IT FURTHER RESOLVED, that the Chair of the Board be authorized to sign Agreements on behalf of the county; and that the Controller be authorized to receive and disburse funds as directed.

Background:

The Justice Assistance Grant (JAG) was enacted in 2005. JAG allows states and local governments to support a broad range of activities to prevent and control crime and to improve the criminal justice system. The JAG fund distribution formula is based on population and reported violent crimes. Most of the money is allocated to municipalities to share funds with the county if the county provides more than 40% of the costs of pre-trial detention and/or prosecution of violent offenders. JAG disparates are certified by the Director of the Bureau of Justice Assistance (BJA), based in part on input from the state’s Attorney General. Hennepin County is a certified disparate agency and as such received a portion of the Minneapolis allocation.

The JAG program requires all eligible governments within each county to submit a joint application. Five municipalities in Hennepin County have been awarded 2017 JAG funds. Amounts shown are subtracting the 5% administrative fee award awarded to the county as the fiscal agent/administrator: Bloomington ($16,183.25), Brooklyn Center ($13,316.15), Brooklyn Park ($32,027.35), Minneapolis ($269,337.77), Richfield ($9,656.75). Minneapolis was allocated $497,392, and after the disparate agency applied, will be awarded $269,337.77. Through the disparate justification provision of the federal law, Hennepin County will receive negotiated $231,800.73, which includes $28,616.10 in administrative funding. As required, Hennepin County will submit the joint applications and will manage the grant on behalf of recipient jurisdictions. There is no match requirement for this award.

Hennepin County’s share of the funds will be used in the Department of Community Corrections and Rehabilitation ($67,728.21) for continued work with the Minneapolis Anti-Violence Initiative (MAVI); in the County Attorney’s Office ($67,728.21) to partially fund Gang Team investigation activities; and in the Sheriff’s Office ($67,728.21) for overtime for policing and jail activities. The administrative fund will be used in County Administration ($28,616.10) to provide supplemental funding for the Hennepin Justice Integration Program (HJIP).

Supplemental Appropriations are not needed at this time as expenditures will be included as a part of the 2018 and 2019 budget submissions.
