Background:
History: This project, located at 1800 Chicago Ave in Minneapolis, will construct a new Intake and Triage Center on the first floor of as part of the initiative to develop 1800 Chicago into a Behavioral Health Care Center. The center will consist of approximately 13,000 useable square feet and will include exam/counseling rooms, waiting areas, and staff/support spaces.
The Intake and Triage Center will provide triage and assessment services for adults who appear to have substance and/or mental health issues, co-occurring disorders and/or health/medical issues, and who do not present imminent risk to themselves or others.
Following assessment, clients may be referred to the 1800 Chicago Withdrawal Management Program (formerly called Detox), the new 1800 Chicago Mental Health Crisis Stabilization Program, other community based social services, or a hospital or emergency room if warranted.
In addition to supporting the Mental Health Crisis Stabilization and the Withdrawal Management Programs, this space will allow staff to connect clients to existing human service resources available at 1800 Chicago such as Vocational Services Program, Eligibility and Work Support, Diversion and Recovery Team, Mental Health Targeted Case Management, housing supports, and Community Integrated Recovery Teams.
The new Intake and Triage Center will reduce the frequency of hospital emergency room visits and provide a lower cost treatment alternative for clients through a multi-disciplined approach to care. The Center will accept self-referrals and referrals from law enforcement, hospitals, and other professionals and will leverage federal and third party to support ongoing operations.
Hennepin County will run the facility, with medical services provided by HCMC Hennepin Healthcare. Mental health services will be provided by contract vendors which have not yet been selected.
In fall of 2017, the Hennepin County Designer Selection Committee recommended Mohagen Hansen Architecture as the design team for the Intake and Triage Center.
The prospective 2019-2023 Capital Improvement Program includes funding for this project in the amount of $7,990,000. Based on the findings of the Schematic Design phase, the estimate of probable cost is $7,850,000 which is $140,000 under budget.
Upon approval of this board request, final design will begin in October, 2018. Construction is anticipated to start in the third quarter of 2019 with work complete in the first quarter of 2020.
Initially, the Intake and Triage Center will be open from 10:00AM to 10:00PM, seven days per week. Eventually it will be open 24 hours per day, seven days a week.

This request includes:
1) Approval of the Schematic Design. The Schematic Design Executive Summary was distributed to the County Board, and a copy is on file with the Clerk to the County Board.
2) Approval to authorize the County Administrator to award a contract to the contractor offering the best value if the proposal is within the proposed budgets.
3) Approval of Agreement A189196 with Mohagen Hansen Architecture for continuation of architectural and engineering services for the design development through construction administration phases, for the period of September, 26 2018 through January 1, 2021, in an amount not to exceed $493,834.
Impact/Outcomes: The Intake and Triage Center will provide an opportunity to provide holistic assessment and treatment services, linking adults who appear to have substance and/or mental health issues, co-occurring disorders and/or health/medical issues with needed medical and social services in a single location. It will reduce the frequency of hospital emergency room visits and provide a lower cost treatment alternative for the subject populations.
