BE IT RESOLVED, that the Hennepin County Board of Commissioners accepts $285,000 in funding from the federal Health Resources and Services Administration for expanded substance use disorders and mental health services during the period September 1, 2018, through August 31, 2019; and that the Controller be authorized to accept and disburse funds as directed; and
BE IT FURTHER RESOLVED, that a supplemental appropriation of $25,000 be made to the NorthPoint Health & Wellness Department’s 2018 budget; and
BE IT FURTHER RESOLVED, that sponsorship and acceptance of grant funding for this program by the Hennepin County Board of Commissioners does not imply a continued funding commitment by Hennepin County for this program when grant funds are no longer available. |

The federal Health Resources and Services Administration (HRSA) wishes to expand Access to quality Substance Use Disorder and Mental Health (SUD-MH) Services. Supplemental award opportunities were made available to existing Health Center Program award recipients on June 1, 2018 with a June 20, 2018 application deadline. NorthPoint applied and was awarded $285,000 on September 13, 2018. It is anticipated that $110,000 will be added to NorthPoint’s base HRSA Section 330 grant as ongoing funding.
The purpose of SUD-MH funding is to support health centers in implementing and advancing evidence-based strategies to:
- Expand access to quality integrated substance use disorder (SUD) prevention and treatment services, including those addressing opioid use disorder (OUD) and other emerging SUD issues, to best meet the health needs of the population served by the health center; and/or
- Expand access to quality integrated mental health services, with a focus on conditions that increase risk for, or co-occur with SUD, including OUD.
