Resolution:

BE IT RESOLVED, that Agreement A189390 with the Minnesota Department of Human Services accepting a grant for the provision of services for people with serious or acute mental illnesses as part of the Adult Mental Health Grant during the period January 1, 2019 through December 31, 2020, in the receivable amount of $20,265,706, be approved; that the Chair of the Board be authorized to sign the agreement on behalf of the county; and that the Controller be authorized to accept and disburse funds as directed; and

 

BE IT FURTHER RESOLVED, that sponsorship and acceptance of grant funding for the program by the Hennepin County Board of Commissioners does not imply a continued funding commitment by Hennepin County for this program when grant funds are no longer available.

Background:

Agreement A189390 accepts grant funding from the Minnesota Department of Human Services to provide services related to the Adult Mental Health Grant in accordance with the state Adult Mental Health Act. This grant supports a continuum of community-based residential and non-residential services for people with serious or acute mental illnesses. Most clients meet the state statutory definition of serious and persistent mental illness. Services are delivered by contracted providers and county operated programs.

 

The 2018–2020 Adult Mental Health Grant includes funding in three categories:

 

  • $11,618,534 for Adult Mental Health Initiative (AMHI) programs, which includes a broad range of case management, crisis, residential, and non-residential services;
  • $7,267,172 for Community Support Programs (CSPs). CSPs provide drop-in case management and related services to help mentally ill persons live in the community; and 
  • $1,380,000 for the Community Alternative Response Team (CART) program – which provides short-term intensive case management to individuals who have been referred by the Hennepin County Prepetition Screening Program and Adult Behavioral Health Intake. CART’s goal is to reduce civil commitment to Anoka-Metro Regional Treatment Center.
