Background:
History: Hennepin County was awarded a 2017 Lead Hazard Reduction Demonstration Grant that will facilitate the testing of an estimated 350 housing units and create approximately 300 lead-safe housing units. The county was joined in this application by St. Paul/Ramsey County Department of Public Health, Sustainable Resources Center, and other community and rehabilitation partners.
Resolution 17-0310 authorized Agreement A177668 with a contract period of September 1, 2017 through August 31, 2020, as originally approved by the U.S. Department of Housing and Urban Development (HUD). However, unforeseen delays at the federal level resulted in a Grant Amendment being issued and executed by HUD with a start date of September 4, 2018 and an end date of September 3, 2021.
It is necessary to authorize the Grant Amendment to reflect the correct grant start date as September 4, 2018 and end date as September 3, 2021 so the certified resolution of the board action accurately reflects the contractual documents.
Current Request: This request is to authorize Grant Amendment A177668 with HUD for Lead Hazard Reduction Demonstration Grant funding, correcting the start date from September 1, 2017 to September 4, 2018 and end date from August 31, 2020 to September 3, 2021, with no change in receivable amount of $3,400,000.
Impact/Outcomes: Approval of this request will allow continued HUD Lead Hazard Reduction Demonstration Grant funds to be expended for an additional year as part of an effort to create at least 300 lead-safe housing units in Hennepin and Ramsey counties.
